While prospects for the global economy are still volatile, overall the agricultural machinery industry continues to be optimistic that in 2012 key markets for agricultural machinery, including tractors, will remain at an overall high level, according to a gathering last month of the world s largest agricultural machinery associations.. The North America-based Association of Equipment Manufacturers (AEM)  ...   present downturn will continue.. For the eastern part of the European Union, the new member states continue to have high investment requirements for agricultural machinery, and if there are slightly increasing subsidies per hectare in the medium term, expectations for new and used machinery sales remain high.. In Japan, slight growth is again being seen; the forecast for the 2012 tractor market amounts to an increase of seven percent.. For China, 2012 growth is expected of 10 percent.. This trend is assisted by considerable government support.. In Brazil, the forecast for 2012 is an increase of 10 percent.. It is reported that the national development bank is maintaining its favorable credit conditions for the sector.. For India, there is increasing demand for larger machinery on the part of individual investors and machinery cooperatives which cultivate the parcels of land of entire village communities.. Below is a statement from the Coalition to Save Our GPS on the conclusion by the federal government s National Executive Committee for Space-Based Positioning, Navigation, and Timing (PNT) that both LightSquared's original and modified plans for its proposed mobile network would cause harmful interference to many GPS receivers.. The Association of Equipment Manufacturers (AEM) is a founding member of the coalition.. The PNT said.. there appear to be no practical solutions or mitigations that would permit the LightSquared broadband service, as proposed, to operate in the next few months or years without significantly interfering with GPS.. As a result, no additional testing is warranted at this time.. GPS Coalition Statement.. We welcome today s (January 13) statement on behalf of the nine government departments and agencies that unanimously concluded that no practical solutions or mitigations exist that would allow LightSquared to operate without causing significant interference to GPS.. Today s conclusion represents the culmination of a year of unprecedented technical effort to evaluate LightSquared s proposal to repurpose satellite spectrum adjacent to GPS for a nationwide  ...   to critical GPS uses, including the test results which were the subject of today s government conclusion.. LightSquared has been afforded every possible opportunity to make its technical case, and has failed to demonstrate that it can avoid interference to many critical GPS-based activities.. Senate committee approval of legislation to improve safety on rural roads by providing consistency regarding lighting and marking requirements for agricultural machinery.. The legislation was included in a highway safety bill approved by a voice vote of the Senate Committee on Commerce, Science and Transportation.. The association expects to now see the measure combined with the "highway bill" due for consideration early in 2012.. The national legislation uses the standard developed by the American Society of Agricultural and Biological Engineers (ASABE) for establishing a national minimum for lighting and marking agriculture equipment.. Many states have already incorporated the ASABE standard or earlier versions  ...   (D-MI), Chair of the Ag Committee, is a co-sponsor.. Two members of the House of Representatives, Leonard Boswell (D-IA) and Aaron Schock (R-IL), sent a "Dear Colleague" letter to other members of the House in support of the legislation.. The letter points out the need for federal legislation since state laws that apply vary widely, often representing outdated technology.. The letter stated, "Fifty-five percent of all traffic fatalities occur on rural 2-lane roads where agricultural equipment is moved from field to field during the dimly-lit periods of dawn and dusk, and proper lighting and marking can enhance visibility and increase the safety of transportation on these roads.. The bill is not retroactive and thus will pose no costs to farmers for existing machinery..

The approval by Cabinet of new temporary standards to fill a gap in the regulations resulting from regulations set to expire on November 29, 2011 prevented a situation which would have disrupted the importation of combines and tractors into Canada during a critical time of year for equipment delivery.. "With a potential gap between the old import rules and the new diesel engine regulations taking effect on January 16, 2012, there was an immediate need to have temporary standards in place so that grain growers could take delivery of equipment before year-end," said Richard Phillips, Executive Director of the Grain Growers of Canada.. "The temporary import standards will be critical in  ...   combines and tractors equipped with transition engines to be shipped during an important market period without any market uncertainty or import delays.. Manufacturers and dealers understand the importance of the December delivery period for Canadian farmers and grain growers.. The temporary standards are part of the "Regulations amending the off-road compression-ignition engine regulations" which govern exhaust emissions created by the diesel engines used to power tractors and combines, as well as other off-road construction and forestry equipment.. Environment Canada has been working with industry stakeholders to ensure that the regulations are consistent with those of the United States Environmental Protection Agency..
