New Strategies and Core Focus Areas for 2013-15.. CCHR has identified five thematic policy or program areas that it intends to establish as its five core focus areas for the next three years, along with miscellaneous research and advocacy.. These core focus areas reflect what CCHR considers to be the five most pressing human rights concerns currently affecting Cambodia:.. Fundamental Freedoms - including freedom of expression, freedom of information, freedom of association and freedom of assembly;.. Rule of Law and Judicial Reform;.. Land Reform;.. Electoral and Political Reform;.. Business and Human Rights; and.. Miscellaneous Human Rights Research, Advocacy, and Policy.. Within the framework of these focus areas, and in accordance with its contextual analyses previously described, CCHR has identified three strategies to expand upon over the next three years that it believes will be most effective in making progress: online activism, youth engagement, and support of activists and human rights defenders.. Online Activism.. In turning its focus to online activism, CCHR is embracing the growing availability, importance and effectiveness of the Internet and social media, as well as adjusting in response to  ...   furtherance of effective human rights advocacy.. This strategy aims to establish the Cambodian youth as a target group of CCHR’s advocacy and overall human rights work.. Furthermore, CCHR will increasingly engage universities and youth networks in the conduct of its human rights work across all of its core focus areas.. The third new core strategy, Human Rights Defenders, has been developed through CCHR’s highly successful Human Rights Defenders Program (the “HRD Program”), which provides legal, financial, and logistical support to HRDs facing or at risk of facing violence, physical or judicial harassment, arrest, or imprisonment.. This strategy has been developed as a means of continuing to empower individuals and communities to advocate for the human rights of themselves and others, but without inflicting any element of control over HRDs.. Lastly, the HRD Program conducts high-level research and advocacy aimed at developing legislative, structural and policy changes to ensure the protection of HRD activity.. On top of these new strategies, CCHR plans to continue building upon effective strategies that it currently employs: increasing strategic litigation that pertains to the core or ancillary focus areas, expansion of radio coverage to internet streaming, focusing on specialization that will enable CCHR to become an expert in its core focus areas, engaging in organic collaboration on a needs assessment basis, and using constructive engagement in order to produce productive and necessary dialogue by engaging any relevant stakeholders, including the RGC and the private sector..
