Yet, the candidates are engaged in a spirited and deceptive fight over abortion:.. Sen.. Thad Cochran s latest TV ad says he is the only candidate with a 100 percent pro-life voting record from National Right to Life.. Not so.. He has voted against the NRLC five times since 1997 notably on stem cell research for a 92 percent score, not 100 percent.. The claim is also misleading, because Cochran is the incumbent in the race, so of course he is the only one included in the NRLC.. congressional.. scorecard.. Chris McDaniel s campaign responded to the ad by claiming Cochran has supported taxpayer funding for abortions.. That s a stretch.. Cochran has a long record reflected in the NRLC scorecard and elsewhere of opposing taxpayer-funded abortions.. The McDaniel campaign rests its case on three votes in the 1980s, and there s more to those votes than meets the eye.. Not the Only One.. The Mississippi Senate primary has attracted.. national attention as a test of the tea party and its ability to challenge.. the Republican establishment.. Cochran,.. a six-term senator,.. has the support of the state s top party leaders including.. Gov.. Phil Bryant, Sen.. Roger Wicker.. former Gov.. Haley Barbour.. Barbour was chairman of the Republican National Committee and is now.. helping to raise money.. for a political action committee, Mississippi Conservatives PAC, formed to help Cochran.. McDaniel, a.. state senator.. since 2008, has.. endorsements.. from Sarah Palin,.. Club for Growth.. ,.. Tea Party Patriots Citizen Fund.. FreedomWorks.. Cochran s campaign went on the air April 2 with a 30-second TV spot called Only One.. The ad stresses Cochran s conservative voting record on three issues: guns, abortion and the Affordable Care Act.. The ad says only one candidate has a 100 percent pro-life voting record from National Right to Life.. That conservative candidate is Thad Cochran.. On the screen, voters see these words, 100% Pro-Life Voting Record, with the URL for the National Right to Life homepage in small print.. Cochran does have a 100 percent score in the.. current Congress.. and the two prior congressional sessions that ended in.. 2012.. 2010.. but that has not always been the case.. The ad does not provide a time frame, so a viewer may come away with the mistaken impression that Cochran voted with the NRLC on every issue.. Jordan Russell, a spokesman for the Cochran campaign, said the ad was referring to the current Congress.. But, for example, the senator also scored.. 33 percent.. in the 107th Congress,.. 75 percent.. in the 109th Congress and.. 85 percent.. in the 110th so the campaign does some cherry-picking with the record.. Overall, Cochran has voted.. 59 times with the NRLC and five times against it since 1997, according to the NRLC website cited by the TV ad.. (That s as far back as the website goes, even though Cochran has been in the.. Senate for 36 years and served almost six years in the House.. before that.. ) That’s a 92 percent score during the last 17 years, from 1997 to 2013 which indicates strong support of the organization s legislative agenda, but not 100 percent.. He has voted multiple times for a ban on so-called partial-birth abortions,.. including in 2003.. He has.. voted against.. repealing a ban on abortions at military facilities, and he has.. voted to cut off.. federal funding to Planned Parenthood.. His votes against the National Right to Life have come on stem cell research and campaign finance legislation.. Cochran voted for the.. Stem Cell Research Enhancement Act of 2007.. and the.. Stem Cell Research Enhancement Act of 2005.. , and he.. voted against an amendment offered by Sen.. Dan Coats.. of Indiana in 1997 that would have banned federal funding for research that uses embryonic tissue, cells or organs from induced abortions.. Cochran was also one of 14 Republicans who.. signed a letter to President Bush in 2004.. , urging him to expand embryonic stem cell research.. As the.. National Journal.. put it in 2012.. : As former head of the GOP caucus, Cochran is usually a reliable Republican vote, but he has crossed party lines, such as when he opposed restrictions on stem cell research.. In.. two.. other.. votes against the National Right to Life, Cochran voted in 2001 and 2002 to give final approval to campaign finance bills that the NRLC said would restrict the group s freedom of speech.. In a spirited exchange with a Cochran critic on its Facebook webpage.. , the Mississippi Right to Life defends Cochran and refers to his votes against the NRLC as in the far distant past.. We have two really good pro-life candidates here whose candidate questionnaires and records we will be publishing as we get closer to election time but we will NOT allow this page to be used by either side to spread hate and discontent, the Mississippi Right to Life says.. That leads us to our second point: Both candidates are anti-abortion, but Cochran is the only one scored by the National Right to Life, because it is a.. scorecard based on votes in Congress.. The ad omits that.. The fact is that McDaniel has a strong record opposing abortion, too, and his supporters, not surprisingly, argue it is stronger.. McDaniel, for example, supported the state s failed personhood amendment in 2011 that would have defined person from the moment of fertilization.. The ballot initiative was defeated, but it sparked a heated debate among opponents who believed it was unconstitutional and supporters who believed it was a moral imperative.. (We could find no record of Cochran taking a position on the statewide ballot initiative, and neither could his campaign spokesman Jordan Russell.. As far as I can tell, Senator Cochran has never weighed in on a state ballot initiative, Russell told us.. ).. McDaniel spoke in support of the ballot initiative.. Statewide Initiative Measure No.. 26.. at an event sponsored by the Center for Pregnancy Choices of South Central Mississippi,.. as reported by the.. Laurel Leader-Call.. , June 4, 2011.. : McDaniel said he favors the Personhood Amendment and anything else that promotes the pro-life message.. It s important to discuss it so everyone can understand it, he said.. McDaniel s record in the Mississippi Senate also includes.. sponsoring legislation in 2014.. to ban so-called gender-selection abortions,.. co-sponsoring a bill in 2013.. that would require a doctor’s prescription for an abortion inducing drug, and.. sponsoring a bill in 2012.. that would have prohibited abortions without informed written consent if the fetal heartbeat can be detected.. In 2010, he.. co-sponsored a bill.. that would have outlawed all abortions in Mississippi except in cases of rape, incest or to save the life of the mother.. Cochran and Taxpayer-Funded Abortions.. In response to the Cochran Only One ad, McDaniel spokesman Noel Fritsch says in an April 1.. press release.. that Cochran has supported taxpayer funding for abortions.. It s a claim that the campaign has made.. more.. than once,.. and it s an exaggeration.. When we asked for evidence, the McDaniel campaign cited three votes in the 1980s restricting the use of taxpayer funds for abortions through Medicaid.. Cochran has a decades-long history of supporting such restrictions.. Nevertheless, the McDaniel campaign cited two votes on the so-called Hyde amendment, which restricts federal funding of certain abortions through Medicaid, and a third vote on an amendment restricting the District of Columbia from spending its own money on abortions.. Let s take the Hyde amendment votes first starting with a little background on the amendment, Cochran s early voting record on it, and the legislative skirmishes over exceptions to it that form the basis of McDaniel s claim.. The Hyde amendment, named after former.. Rep.. Henry Hyde of Illinois.. , was enacted in 1976 as an amendment to the appropriations bill that funds Medicaid and has been added to annual spending bills ever since.. But from the beginning there have been fights over the wording of the amendment and whether it should allow exceptions for cases of rape, incest or endangerment of the life of the mother.. On June 24, 1976, the House took two votes on the Hyde amendment.. The language said, None of the funds appropriated under this Act shall be used to pay for abortions or to promote or encourage abortions.. No exceptions.. The House passed it both times that day.. First it passed 207 to 167 with 57 members, including Cochran, not voting (pages.. 20412.. -.. 20413.. in the Congressional Record).. Later that day it passed again 199 to 165, with 67 members not voting (.. page 20425.. ).. Cochran voted for it the second time, and the bill went to the Senate.. The Senate insisted on exceptions to the Hyde amendment and, in a compromise, the House voted 256 to 114 on Sept.. 16, 1976, (page.. 30901.. ) to provide an exception where the life of the mother would be endangered if the fetus were carried to term.. Cochran voted for that, too, and that became.. the law.. A year later, there was an attempt by the Senate again to broaden the exceptions.. On Dec.. 7, 1977, Cochran voted (.. page 38728.. ) for a motion offered by.. then-Rep.. George Mahon of Texas.. to accept a Senate amendment that would expand the exceptions to include rape and incest.. The motion failed, by a 171-178 tally, but that same day the House voted 181 to 167 to pass compromise language that added the new exceptions when such rape or incest has been reported promptly to a law enforcement agency or public health service.. Cochran also voted (.. page 38784.. ) for that language, which became.. law.. for fiscal year 1978.. So, over the course of two years, Cochran voted for three versions of the Hyde amendment: one without exceptions; one with only an exception for the endangerment of the mother; and one with exceptions for rape, incest and the endangerment of the mother.. But in every case he voted for a ban on federal funding of abortions through Medicaid.. The McDaniel campaign cites two of Cochran’s votes during similar skirmishes in 1981 and 1989.. We’ll take them in chronological order.. In 1981, then-Sen.. Jesse Helms sponsored an amendment to a supplemental appropriations bill that would have dropped the rape and incest exceptions added to the Hyde amendment in fiscal 1978.. Cochran voted against the Helms amendment.. McDaniel s campaign called this a vote for taxpayer funding for abortion.. It s not that simple.. Russell, of the Cochran campaign, tells us the senator s vote against the amendment was on procedural grounds, not because he opposed the amendment.. Russell says Cochran, a member of the House Appropriations Committee, supported then-chairman Mark Hatfield s position that the abortion provision should be taken up separately and not as part of the appropriations bill.. Hatfield said during the debate that it was time for the abortion issue to be taken up in separate legislation because the.. Republicans won control of the Senate.. in the 1980 elections and could now move a separate bill through the Senate.. The.. Associated Press wrote.. of the disputed roll call vote: “Some Senators who supported Helms in principle voted against him on procedural grounds.. We cannot independently confirm that Cochran cast his vote on procedural grounds, because the senator did not speak on the bill during the floor debate.. But as a member of the appropriations committee he would have been likely to support the committee process and the chairman.. Plus, his voting history to this point shows his support for the Hyde amendment and the same is true for Hatfield and some others who voted against the Helms amendment.. Finally, Cochran did vote for the final bill, which included the Helms amendment and became law.. The spending bill.. easily passed 95-0.. Similarly, the McDaniel campaign cites.. Cochran s vote in the Senate on Oct.. 19, 1989,.. for an appropriations bill that included House language that would have restored the exceptions for rape and incest that were stripped out by Helms in 1981.. Fritsch, McDaniel s spokesman, says in an email to us that Cochran s vote in 1989 expanded federal funding for abortion, so that justifies the campaign s claim that Cochran voted for taxpayer-funded abortions.. But in this case, there was no direct vote on the abortion language.. The Senate agreed to it in a.. voice vote a few weeks before the final vote on the $156.. 7 billion appropriations bill,.. so we don t know how he would have voted on the abortion language.. It s possible he would have voted for it, given his votes in 1977 to allow exceptions in cases of rape and incest.. But, even though Cochran voted for exceptions to the Hyde amendment, he still supported the funding ban which is not the action of someone who supports taxpayer-funded abortions.. It turned out to be a moot point, anyway.. President George H.. W.. Bush vetoed the bill because of the abortion language and Congress failed to override it.. The House language was removed.. see page 3 of a Nov.. 14, 1989, House report on the bill.. and the tougher Helms language remained.. until 1993.. The third vote cited by the McDaniel campaign came Nov.. 7, 1985, on an amendment offered by.. Gordon Humphrey of New Hampshire.. to the.. District of Columbia Appropriation Act of 1986.. According to the nonpartisan.. Congressional Research Service.. , annual spending bills for the District from fiscal 1980 to 1988 included language prohibiting the use of federal funds for abortion services except in cases of rape, incest or endangerment of the mother s life.. In 1985, Humphrey offered an amendment that would have barred the District from spending federal and local funds for abortion services, except when the life of the mother is in danger.. Critics of the amendment cited home rule and claimed it would set a bad precedent by dictating how the District could spend its own money.. Washington Post,.. reporting on the amendment, said that 15 states use their own funds to pay for abortions.. By a 54-41 vote, the Senate voted to table the Humphrey amendment which blocked the amendment from even coming up for a vote.. Cochran and 17 other Republicans.. joined 36 Democrats to table the amendment.. It wasn’t until fiscal 1989 that Congress imposed a ban on the use of locally raised funds to pay for abortions, except if the mother s life is in danger.. Under the threat of a presidential veto,.. the Senate voted 45-44 on Sept.. 30, 1988,.. to add abortion language to the District appropriations bill.. Cochran voted for it, so his position had changed since the 1985 vote.. And his vote was critical in passing the legislation.. McDaniel doesn t mention that vote.. The ban on using local funds for abortion.. remained in place through fiscal 1993.. Some type of ban either on the use of federal funds or federal and local funds has been in place every year since fiscal 1980, depending on party control of the White House and Congress.. Cochran s abortion record isn t perfect, as the NRLC scorecard shows and we noted in the section on Cochran s TV ad.. But the scorecard also shows the senator has repeatedly sided with the group on issues it considers to be federal funding of abortion:.. Cochran has.. voted to halt.. federal funding to.. Planned Parenthood.. , which provides family planning, abortion services and other women s health services.. supported the so-called Mexico City Policy.. , which at one time barred federal funding for family planning services to groups that provide abortion services overseas.. (The policy dates to.. the Reagan administration and has been periodically enforced, depending on the president.. Cochran has voted to.. prohibit federal employee health insurance plans from paying for abortion services.. except to save the life of the mother, or in cases of rape or incest.. (That ban was.. first instituted in 1984.. , which is outside the scope of the NRLC scorecard.. But we found in the Congressional Record,.. page 31947.. , that Cochran supported the ban at the outset, voting on Nov.. 10, 1983, against an amendment to strip the House bill of the anti-abortion language.. repeatedly.. supported.. the NRLC s position against U.. funding for the United Nations Population Fund.. He has voted to.. ban funding.. of abortion services in American Indian health care programs.. Cochran has cast multiple votes against the Affordable Care Act that were in line with NRLC s position on the use of federal funds.. When someone has been in office as long as Cochran has 41 years there will be votes that his opponents can use against him.. Some establish a track record and point to legitimate differences between candidates.. Cochran did, after all, repeatedly support federal funding for stem cell research, and it hurt his perfect score that he falsely touts.. Other votes are cherry-picked and used to build a false narrative about the incumbent.. That s the case with McDaniel s exaggerated claim that Cochran supports taxpayer funding for abortions.. We leave it to Mississippi voters to determine which candidate has the stronger voting record on abortion.. The fact is that both strongly oppose abortion and both have the records to prove it.. A slate of new ads from the 60 Plus Association evoke a well-worn conservative punching bag Obamacare to attack seven senators for supporting a lesser-known plan to overhaul the housing finance market.. But the group stretches the analogy to absurd lengths to make the case that a Senate proposal amounts to a takeover of the mortgage industry.. In fact, the bipartisan legislation in question is an attempt to roll back the government s involvement in the insurance industry.. The ads also overplay an emotional appeal, warning that under the mortgage proposal ordinary investors – teachers, police officers, firefighters – could lose retirement savings.. It s true that many large state pension funds lost millions invested in the mortgage finance giants Fannie Mae and Freddie Mac stock after those stocks tanked and then.. fell further.. after the companies were put in government conservatorship in 2008.. But those losses were written off by the nation s largest pension funds years ago, and represented only a tiny fraction of the pension fund investments at the time.. In other words, public pensions are not in serious jeopardy due to the proposed law.. The ads also claim “the federal government will seize all profits” from Fannie and Freddie.. It’s true that the government is currently absorbing all Fannie and Freddie profits, and the proposed bill says that arrangement “shall not be amended, restated, or otherwise changed.. ” But the bill’s authors say the federal courts will ultimately decide whether private investors will see some of those profits, too.. The $1.. 6 million TV and radio.. ad campaign.. from the.. 60 Plus Association.. , a self-styled conservative alternative to the AARP that has received.. millions in funding.. from organizations connected to the Koch brothers, targets Democrats and Republicans alike who supported a Senate bill that would wind down mortgage finance giants Fannie and Freddie.. The targeted senators: Democrats Joe Manchin, Mark Warner and Kay Hagan, and Republicans Mike Crapo, Dean Heller, Jerry Moran and Mark Kirk.. Here s the text of the ad running against Kay Hagan; other ads substitute the names of the other senators listed above:.. Narrator.. : First it was Obamacare.. Millions of Americans saw their health plans canceled.. Now Kay Hagan is teaming up with Barack Obama to take over the mortgage industry.. Millions of Americans invested their pension and retirement funds in mortgage companies, Fannie Mae and Freddie Mac.. Under the plan supported by Hagan and Obama, ordinary investors – teachers, police officers, firefighters – could lose retirement savings.. The federal government will seize all profits.. Tell Hagan: Don’t bring Obamacare to the mortgage industry.. By way of background, Fannie Mae and Freddie Mac are government-sponsored entities that buy home loans from lenders and sell them to investors, who are guaranteed by the government to be repaid.. The two entities ran into trouble after the housing bubble burst and it was discovered they had underwritten too many risky home mortgages to buyers who were unable to repay them.. In September 2008, the U.. government.. took over.. Fannie Mae and Freddie Mac, putting them into a conservatorship overseen by the Federal Housing Finance Agency.. The government took ownership of 80 percent of their stock and infused $187 billion of taxpayer money to keep them afloat.. At issue in the ad campaign is a bipartisan effort to restructure the housing finance market and wind down Fannie and Freddie.. The latest version of that plan was.. unveiled.. by Senate Banking Committee Chairman Tim Johnson and the panel s top Republican, Mike Crapo, on March 16.. The idea.. is for the FMIC to function similarly to the Federal Deposit Insurance Corp.. , with the new agency acting as a backstop guaranteeing mortgages, but requiring that the first 10 percent of losses is absorbed by private capital.. Does that amount to a government takeover of the mortgage industry? Not compared to the way things work today.. As.. Politico.. put it in.. an article.. cited in small print in the ad, the Johnson/Crapo plan represents a centrist approach in which the government will still play a role in supporting the mortgage market but less of one than it does today.. Shannon Wendt has her reasons for not wanting her children to be on CHIP reasons she explained in a.. March 31 op-ed.. she wrote for the.. Washington Times.. In it, she acknowledges she and her husband would be eligible for subsidies and would be paying less for insurance but do not feel CHIP would provide adequate health care coverage for their children.. Wendt,.. op-ed, March 31.. : What about the subsidies? My husband and I would be eligible, but only if we put our children on MIChild, a taxpayer-funded state health insurance program run through Medicaid.. My husband and I would be paying less, but we’d also have to leave the family doctor I’ve been with since I was 6 years old.. That’s a path we would never take.. We’d be sacrificing our children’s health for the sake of our wallets.. She goes on to say that her children were briefly on the Michigan CHIP plan several years ago and had a bad experience with one of the doctors who failed to give my daughter the right immunizations.. 30-year-old.. mom has every right, as we said, to make that decision.. We don t take issue with Wendt s decision, but rather her assertion that the Affordable Care Act is destroying the middle class, when other families faced with the same choices may have made a different decision that could save them thousands of dollars a year.. Let s consider what would happen if a family with a similar profile to the Wendts decided to enroll their kids in CHIP and accept the federal subsidies for an exchange plan.. Subsidized Insurance Plans.. We took the information publicly known about the Wendt family and plugged the values into the.. Kaiser Family Foundation subsidy calculator.. gov website.. to obtain subsidy and premium estimates for a family that fits the Wendt profile.. On the KFF site, we provided this information: state (Michigan), zip code (49534), county (Ottawa), adjusted annual household income ($69,000, which is 194 percent of the FPL), employer coverage (none), number of people in family (7), number of adults enrolling in the exchange (2), ages (30 and 34), tobacco use (no), number of children enrolling in the exchange (none).. We don t know the Wendts exact adjusted household income, but $69,000 is right under 200 percent of FPL.. We also don t know if either smokes, but for this exercise we assumed the couple does not.. KFF says children in the household might be eligible for CHIP depending on the state (actually the Wendt children would be eligible for CHIP in Michigan, as we know) and the adults would be eligible for subsidized insurance on the exchange.. There are.. two kinds of subsidies.. available to those who purchase insurance on the exchange: an advanced premium tax credit, which is used to lower premiums; and the cost-sharing reduction, which lowers out-of-pocket expenses.. for people who purchase a silver plan.. (There are four levels of plans available for people 30 and over, from cheapest to most expensive: bronze, silver, gold and platinum.. Silver covers 70 percent of health care costs.. The KFF subsidy calculator said a Michigan family of seven with an adjusted income of $69,000 could expect to receive $121.. 75 per month in premium tax credits.. KFF said the couple could purchase, with subsidies, a bronze plan for $220 per month and a silver plan for $345.. 75 per month plus the couple s out-of-pocket maximum would be limited to no more than $4,500 if they go with the silver plan.. KFF did not provide information on the family s annual deductible, which would depend on what kind of silver plan the family chooses.. We went to HealthCare.. gov to get more specific information about the plans that are available to such a family.. Again, we plugged in all the same values: a family of seven in Ottawa County, Mich.. , with an adjusted household income of $69,000, seeking coverage for two adults ages 30 and 34.. gov says that the two adults are eligible for a $121 per month tax credit the same amount KFF gave and a reduced out-of-pocket maximum (OOPM) for the silver plans.. gov also says there are 33 plans offered by three insurance companies in Ottawa County: eight bronze, 14 silver and 11 gold.. Bronze plans cover 60 percent of health care costs, silver 70 percent and gold 80 percent.. A sample of the exchange plans, including subsidies, that were listed on HealthCare.. gov for a family that fits the Wendt profile:.. Blue Cross Select Bronze HMO, $221 per month/$11,900 deductible/$12,700 OOPM per family.. Blue Cross Premier Bronze PPO, $292 per month/$12,700 deductible/$12,700 OOPM per family.. Blue Cross Silver Select HMO, $322 per month/$900 deductible/$2,900 OOPM per family.. Blue Cross Premier Silver PPO, $421 per month/$600 deductible/$2,800 OOPM per family.. Blue Cross Select Gold HMO, $454 per month/$500 deductible/$10,200 OOPM per family.. Blue Cross Premier Gold PPO, $534 per month/$300 deductible/$10,200 OOPM per family.. In her op-ed in the.. , Wendt said that last year she paid $221 per month for coverage that included a family deductible of $5,000, 20 percent coinsurance, and a $10,000 out-of-pocket maximum.. This year, she has a policy that costs $381 per month, with a $10,000 deductible, 30 percent coinsurance, and a $17,000 out-of pocket maximum.. That s a premium increase of $160 per month ($1,920 per year) for a policy that has a higher deductible and out-of-pocket maximum.. Based on the Kaiser Family Foundation and HealthCare.. gov results, a Michigan family of seven with the same profile could get a silver plan with the same coinsurance as the Wendt s current plan, a monthly premium that would be roughly the same (somewhat less for the HMO and somewhat more for the PPO) and far less than the $10,000 annual deductible.. Plus, such a family would be eligible for subsidies to reduce out-of-pocket expenses to around $3,000 which could represent a significant savings since.. Shannon Wendt told MLive.. com, a Michigan news website, that her family paid $10,000 in out-of-pocket expenses last year.. Of course, the silver plan also provides more benefits because it provides.. essential benefits.. and meets other requirements that Wendt s old and current plan do not meet.. In explaining her frustration with the new law, Shannon Wendt told Fox News.. that she was happy with her old plan because the family prefers paying low monthly premiums and high deductibles.. We feel it makes financial sense for us to have a higher deductible plan and just pay these little things out of pocket and then the money we’ve been able to save every month on our premium we’ve been putting away for years and years in the event that something comes up where we would need our deductible, where we would have significant medical needs, she said.. In that case, the HealthCare.. gov website shows that a family fitting the Wendt profile could get a bronze plan, which covers only 60 percent of health care costs.. A bronze plan would have a low monthly premium ($221 for the HMO and $292 for the PPO) but a high deductible ($11,900 for the HMO and $12,700 for the PPO).. Either way, the bronze or silver plans would provide better benefits at less cost than the plan Shannon Wendt currently has.. Blue Cross and Rate Shock.. There s one other thing that we know about Wendt s insurance coverage that is important.. She was covered by Blue Cross Blue Shield of Michigan.. the state s largest writer of individual health plans.. and the insurer caused a stir in the market when it canceled all of its non-compliant plans except one called “.. Keep Fit.. ” That plan was grandfathered in because, the company said in a.. November 2013 press release,.. it was “the only plan in Blue Cross’ individual portfolio to have a 2013 ‘plan year.. ’ ”.. When Obama, the Michigan governor and state insurance commissioner all said that insurance companies could re-issue non-compliant plans, Blue Cross declined to do so in part because it said it hadn’t raised premiums in the individual market since 2011 in anticipation of phasing them out.. The company said in the November press release that to extend all of its non-compliant individual plans would result in a “rate shock.. ” The company said, “Keeping the plans open in 2014 would require a ‘catch-up’ premium rate increase of 30 percent or more.. ” They did allow people like the Wendts to transition into the “Keep Fit” plan – but only through 2014.. This is what Wendt means when she writes in her op-ed that she now has a grandfathered plan that will be canceled at the end of 2014.. Despite the company s stated desire to prevent rate shock, Blue Cross members complained that that is exactly what happened.. Wendt wasn t the only one complaining about high rates.. A.. Detroit Free Press.. story.. told a similar story about the Mulder family in Wixom, Mich.. Detroit Free Press, Nov.. 15, 2013.. : The Mulder family in Wixom, for instance, received notice last month that their bare-bones Blue Cross Blue Shield of Michigan policy costing $291 a month and carrying a $5,000 deductible would end Dec.. Given the choice of it and his other options one with a $930 monthly premium and another with a cheaper premium but a $17,000 annual deductible.. Josh Mulder said he d rather continue his current policy.. Tiffany Jones, a spokeswoman for BCBSM, told us in an email that 140,000 of its members moved from the canceled plans to either the non-compliant Keep Fit plans or ACA-compliant exchange plans.. She could not provide us with the average rate change increase or decrease for those who selected Keep Fit or for those who went on the exchange.. In November, BCBSM spokesman.. Andy Hertzel told.. Crain’s Detroit Business.. that about 50 percent of its customers who had non-compliant individual policies were eligible for subsidies.. Many people could receive better benefits at lower prices on HealthCare.. gov, Hertzel told Crain s.. Bill Shuster accuses challenger Art Halvorson of hypocrisy for speaking out against government farm subsidies while lining his pockets with taxpayer subsidies.. The ad claims Halvorson s farm in Iowa got half a million dollars.. Halvorson rents the property to a farmer who has received $423,019 worth of USDA subsidies.. over 18 years, but only a fraction of that was for farming done on Halvorson’s 40-acre property.. And the subsidies went to the farmer, not Halvorson.. Halvorson did, however, indirectly benefit from subsidies, which increased the value of his property.. The ad also claims Halvorson got “thousands more” in subsidies that he “signed up for himself” for his 10-acre property in Bedford, Pa.. But it was the previous owner of Halvorson’s property who initiated 10-year conservation contracts.. Halvorson agreed to honor the remainder of the deals, but he allowed them to terminate in 2011 and 2012.. A radio ad from Halvorson, meanwhile, accuses Shuster of leading the charge on a plan to stabilize federal transportation funding by charging a tax based on vehicle miles traveled.. Shuster has expressed interest in considering such a tax in the future, but he has never formally endorsed it.. And he has rejected the idea for this year s budget.. Pennsylvania s 9th District, located in the south-central part of the state, has been.. in the hands of the Shuster family.. for more than 40 years.. Bill Shuster won the seat in 2001 after his father, Bud Shuster, held it for 28 years.. In the heavily Republican district, Shuster has faced little meaningful competition from Democrats over the years, but he now faces a challenge from a tea party candidate, Halvorson, and constitutionally conservative.. Travis Schooley.. in the Republican primary.. Subsidy Stretch.. In an ad that debuted on March 20, Shuster accuses Halvorson of being a hypocrite, because on the campaign trail, Halvorson has railed against government subsidies the ad quotes him saying, all subsidies are bad yet, the ad states, that hasn t stopped him from lining.. his.. pockets with taxpayer subsidies.. According to the Shuster ad:.. Announcer.. His farm in Iowa got half a million dollars.. And his farm in Bedford got thousands more.. He said the government forced him to.. But public records show Halvorson signed up for the subsidies.. himself.. Art Halvorson s no conservative.. He s a hypocrite.. And Washington already has enough of those.. The claims relate to two different properties, with two different circumstances.. The first claim relates to a 40-acre property Halvorson owns in Iowa.. The Shuster campaign released.. documents.. from the Environmental Working Group s.. Farm Subsidy Database.. related to USDA subsidies paid to two Iowa farmers between 1995 and 2012: $424,900 in farming and conservation subsidies to David Earnie Halvorson; and $423,019 in farming, conservation and disaster subsidies paid to Jon Charles Jacobson.. David Earnie Halvorson is Art Halvorson s cousin, and he owns a farm next door.. But Art Halvorson said he has no financial relationship with his cousin s farm and.. property records.. don t indicate one either.. So those subsidies have nothing to do with him.. Art Halvorson does rent his property to farmer Jon Charles Jacobson for about $13,000 a year.. But the $423,019 the records indicate Jacobson received between 1995 and 2012 relate to.. all.. of the properties Jacobson farms.. Jacobson told us he farms 700 acres.. So the 40 acres of Halvorson s property make up just under 6 percent of the acreage Jacobson farms and for which he receives subsidies.. In other words, only a fraction of that $423,019 is tied to Halvorson s property in direct contradiction to the ad s claim that his farm in Iowa got half a million dollars.. Art doesn t receive any of those farm subsidies, Jacobson said.. The tenant [in this case Jacobson] receives them.. The Shuster campaign provided us with a 16-second audio clip of Halvorson speaking on a radio show on Oct.. 10, 2013, saying, “I’ve benefited greatly by the fact of the land price of my farm has tripled because of ethanol.. ” We asked the Shuster campaign for the full context of Halvorson s remarks, but the campaign did not respond.. Halvorson doesn t dispute that he said that.. But Halvorson said he brought it up in the context of making the point that even though he has indirectly benefited from federal subsidies, he still opposes them.. I did personally benefit, Halvorson told us by phone, but I m opposed to it.. They are bad for the country.. Readers can make of all that what they will, but the ad s suggestion that Halvorson got a half million in subsidies for his Iowa farm is simply wrong.. At best, one could argue Halvorson indirectly benefited because his property was worth more due to federal subsidies a fact he readily acknowledges.. The second claim in the ad relates to a 10-acre property owned by Halvorson in Bedford, Pa.. The previous owner of the property signed two 10-year conservation contracts in 2001 and 2002 for different portions of the property.. In exchange for agreeing not to farm the land, he got $670 a year from the federal government.. When Halvorson bought the property in 2009,.. he opted.. to honor the agreements through the 10-year contracts.. That obligation came when I bought the property, Halvorson said.. He s saying I initiated it myself, but I was honoring a preexisting contract.. Robin Robertson, executive director of the Bedford County USDA, told the.. Daily American.. that the program is meant to increase wildlife and conserve highly erodible land that shouldn t be farmed.. Robertson said that when Halvorson purchased the land, he could have terminated that contract, but he would have had to pay back all of the subsidies paid to the previous owner, plus interest and a penalty.. Halvorson said he decided instead to honor the remainder of the contracts, and let them expire in 2011 and 2012 without renewing them.. And, he said, last month he donated the roughly $2,500 he received in subsidies to Habitat for Humanity, plus an additional $2,500.. Track and Tax.. A radio ad from the Halvorson campaign, meanwhile, claims Shuster is leading the charge for a new vehicle mileage tax (VMT), essentially a tax based on how much someone drives.. Shuster has expressed some support for.. considering.. such a tax in the future, but he has not endorsed such a plan.. And it is not on the table for this year s budget.. Therefore, to say Shuster is leading the charge for the VMT goes too far.. According to the.. radio ad.. from the Halvorson campaign:.. Halvorson radio ad.. : Last November the Harrisburg politicians stuck Pennsylvania drivers with a record gas tax hike.. And now the politicians in Washington want to gouge us even more with a new tax.. Leading the push for this new tax is our own career politician, big spender Bill Shuster.. Shuster is supporting a new proposal backed by liberals that would tax us on how far we drive.. It’s called track and tax.. The government would mandate a black box in your car to track your mileage.. And then tax you on how far you drive.. This is in addition to the taxes you already pay at the pump.. Bill Shuster is not only supporting this awful proposal but he’s leading the charge.. Congressional Budget Office.. , the highway and transit accounts of the Highway Trust Fund will have insufficient revenues to meet obligations to fund transit and highway projects in 2015, and the federal government may have to delay some payments to states before the fiscal year ends in September.. Several ideas have been floated to boost revenues.. One is to raise the federal gas tax; another has been to charge a tax based on vehicle-miles traveled.. So does Shuster support a VMT, as the ad states?.. Some of the confusion comes from a news account written in February after a House Transportation Committee meeting in which Shuster.. ruled out.. an increase in the federal gas tax this year to make up for revenue shortfalls.. Based on some comments Shuster made to a reporter after that hearing, Bloomberg ran a story.. headlined “Mileage Tax Pushed by Shuster to Pay for U.. Highway Bill” that began.. :.. Bloomberg, Feb.. : House Transportation and Infrastructure Committee Chairman Bill Shuster said he favors user fees including a vehicle miles tax to pay for a long-term U.. highway bill that would extend for at least five years.. Shuster.. objected.. transcript of the hearing.. suggested Shuster wasn t nearly as committed to the idea as the story made it seem.. The story was based on a question asked by Bloomberg’s Peter Cook about Shuster s ideas for the long-term funding of the highway trust fund.. Shuster offered a couple suggestions and then said this:.. Shuster, Feb.. : Now, I do think we need to start the discussion on and I don’t believe it’s going to be solved in this bill, but start the discussion on, you know, down the road how is it vehicle miles traveled? You know, what are the other ways to generate the funds? Because the trust fund, we all know, everybody’s in the next couple of years, we’ll all be driving cars going 50 miles [per gallon], cars that don’t use fuel, use electricity or some say use coal if you use electricity 50 percent of it is oil; I like to remind that to people.. So we’ve got to figure out a way to make sure that the user fee and that’s what it is, it’s a user fee.. If you use the roads, you pay for the roads.. So, again, we need to start that discussion.. That s hardly a full-throated endorsement of a VMT.. Based on that, Bloomberg corrected its headline to read “.. Miles Tax Discussed by Shuster to Pay for Roads.. ,” and changed the lede to this:.. 10:.. House Transportation and Infrastructure Committee Chairman Bill Shuster said user fees including a vehicle miles tax need to be considered to pay for U.. highway construction in the long term.. As Chairman of the Transportation Committee, Mr.. Shuster has an obligation to look at all options when drafting legislation, which is exactly what he has said and subsequently done look at the options, Shuster spokesman Sean Joyce told us via email.. VMT was an option that was reviewed, and after consideration was in turn, taken off the table.. There is zero percent chance the VMT will be a part of Chairman Shuster s highway bill this year, and any statement beyond that fact is 100 percent false.. 3, Democratic Rep.. Earl Blumenauer introduced.. H.. R.. 3638.. , the Road Usage Fee Pilot Program Act of 2013, which would spend $35 million on studies looking at the feasibility of mileage-based fee systems.. But the bill has no co-sponsors, and Shuster did not support it.. But Shuster has voiced some support for considering a VMT in the future.. An April 24, 2013, CQ News article claimed Shuster has said that switching to a vehicle mileage tax would be a sensible alternative to the gas tax that could more efficiently charge motorists for their use of the nation’s highways, but he noted there are privacy concerns surrounding its implementation.. Another CQ article on July 23, 2013, said Shuster has said a vehicle mileage tax might be the most logical way to provide a long-term funding stream, though he has not committed to any particular fix in advance of his panel’s work on the next authorization bill.. And in a Dec.. 7, 2012,.. , Bloomberg quoted Shuster as saying a tax based on miles driven is a fair way to pay for highway improvements.. All of those comments indicate Shuster s support for.. a VMT at some time in the future, but they fall short of him endorsing it, let alone leading the charge for it, as the Halvorson ad alleges..
