    Descriptive info: RESEARCH PROTOCOL.. Prepared by Noel Putaansuu and Dale Mann of MDE.. Keep in mind that the surfaces to be sampled can not have any standing water on them (wet surfaces are problematic to powder saturation).. Allow any standing water to dissipate/evaporate naturally to dryness prior to applying the absorbent.. Do not heat the concrete to dry it.. 60 minutes is sufficient time to allow the absorption to take place.. Sweep the powder up with a new disposable brush and place in an appropriately sized can for laboratory analysis.. Take the time to vigorously sweep up the fines as they have had the most intimate contact with the surface of interest.. A comparison sample should be prepared as well.. Select an area well separated from the area of interest and repeat the sampling process.. Remember it is imperative to also send a control sample of the absorbent to the laboratory for comparison purposes.. Unscented clay cat litter was found to be a readily available,  ...   quantities in one-quart cans (or other vapor-tight container) for future use.. This is a convenient quantity and generally will provide sufficient material for a single fire scene.. Sampling Supplies:.. Pre-conditioned cat litter (unscented).. Clean cans to contain samples.. New paint brushes (one for each sample).. Disposable scoops (stiff paper is adequate).. Clean plastic tenting material to protect the site during the waiting period (optional).. Procedure:.. Clean and dry the area to be sampled.. Photograph/document the sample area.. Spread the absorbent powder over the area to be sampled.. Record the time that the absorbent is applied.. Photograph/document the sample area and absorbent.. Wait a minimum of 60 minutes.. Sweep up the sample on to the collection tray (clean brush and tray).. Record the time.. Deposit into the can, seal and label.. Dispose of the brush and tray.. Samples going to the lab.. Subject area (area of origin).. Comparison area (representative of site but outside the area of origin).. Control sample of absorbent powder (clean/unused)..

Fire Investigator Tara Fraser, Coroner Stephen Fonseca and Coroner-Identification Specialist Bill Inkster will be presenting on a systematic and coordinated approach to the recovery and timely identification of human remains compromised by postmortem interval or fire.. This approach involves working cooperatively to develop a scene processing plan which recognizes the mandates, agency-specific needs and objectives to be achieved, resources available, and the necessary expertise required to ensure a successful outcome for all stakeholders.. The primary goal of working towards a systematic recovery of human remains without compromising other sensitive case exhibits and by pursuing avenues for timely identification to meet the needs of families and investigators will be the focus of this presentation.. Our Speakers:.. Tara Fraser.. is the Secretary for the IAAI BC Chapter 15 Board.. She currently works full time for the BC Office of the Fire Commissioner as a Fire Services Advisor which includes doing public fire investigations, and has nearly 13 years of fire related experience including forestry firefighting, structural firefighting for both career and volunteer departments, and fire prevention conducting inspections and investigations.. Tara holds a FIT certificate with the IAAI, is an NFPA 1033 Certified Fire Investigator, and has lectured at the 2010 IAAI Fire Investigator Training Exercise in Sooke BC.. Stephen Fonseca has been a coroner with the BC Coroners Service (BCCS) since 1998.. Since then he has investigated in excess of 3 000 cases and presided over a number of inquests.. The Identification Disaster Response Unit (IDRU) operating out of the Office of the Chief Coroner was established in  ...   been responsible for managing the agency s disaster response planning and response, and he has visited the Office of the Chief Medical Examiner in New York City and Emergency Management officials in Japan to learn about mass fatality planning and response to catastrophic disasters such as the 9/11 terrorist attacks and the Japanese Tsunami.. Fonseca has participated in provincial and national working groups on missing persons, human remains and DNA topics.. He is also the agency s forensic artist.. Dr.. Bill Inkster.. spent 32 years in general dentistry.. He has 15 years of casework in forensic odontology, and he has testified as a forensic expert in Supreme Court.. He worked as a coroner s agent in the late 1990 s, and, after retiring from dentistry in 2008, he joined the Identification and Disaster Response Unit (IDRU) of the BC Coroners Service as an Identification Analyst.. He became the agency s Coroner Identification Specialist in 2011.. His role includes applying the Identification Information Management Model to conduct complex comparisons between unidentified human remains and reference cases, and he also deploys to challenging death scenes to assist with the recovery and preservation of fragile human remains.. In 2009/2010 Bill Inkster was a member of the IDRU which received the Provincial Premier s Award for Innovation.. Incorporating his experience and skills into the Identification Information Management Model and his involvement in complex regional cases has benefited the BC Coroners Service, law enforcement and families by expediting identification and repatriation.. Bill Inkster has participated in provincial and national working groups on missing persons and human remains, and regularly presents to investigation agencies and learning institutions on a number of forensic topics.. In 2005, he was deployed to Thailand to assist authorities with the identification of local population and tourists left dead in the wake of a massive tsunami..
