An institution of higher education which offers a program leading to a degree or diploma, requiring not less than two years of academic credit or a secondary school with a proprietary law enforcement/security agency shall be eligible for Institutional Membership, on condition that such educational institution provide its own functional, administrative organization to care for its needs involving security/public safety/law enforcement.. Branches of parent institutions would be considered Institutional Members.. An individual who coordinates law enforcement programs for a university system, or several higher educational institutions or secondary schools shall be considered to represent that institutional system and be designated the Institutional Representative..
