The Egyptian Association for Community Participation Enhancement expresses its worries for the ongoing systematic torturing in Egyptian police stations and prisons, and demands the government to take Legislative and Executive measures to punish those responsible for these crimes in favor of justice for the victims, in conjunction to the third anniversary for the death of "Khalid Said", a young Egyptian who died because of torture by police detectives in "Sidi Gaber" police station in June 2010.. In that matter, EACPE demands the government to adopt a draft law that aims to criminalize torturing and include a solid definition in line with the "UN Convention against Torture", and clearly states that torturing is a "crime"  ...   privately with the detainees.. The law should also take in consideration the physical, psychological and mental safety mentioned in the international covenant for civil and political rights and the international treaties concerned with fighting torture.. On the other hand, EACPE demands the prosecutor general to open investigation in all mistreatment and torture incidents, and introduce the suspects for trial as per by law, in courts that meets the international standards of fair and equal trial If any of the suspects was proven guilty of torturing, mistreatment, or executing orders related to torturing.. Forensic tests should also be held instantly and independently on the detainees subjected to torture.. EACPE also demands the government to ratify the optional protocol of the UN international treaty to fight torturing and other means of mistreatment and humiliating harsh punishment, and inviting the special reporter against torture to visit Egypt, in order for Egypt to be a "Country free of torture"..

The Egyptian Association for Community Participation Enhancement held on Thursday 30/05/2013 a preparatory meeting titled "Towards effective rural local councils mechanisms and impediments" with the participation of 30 women leadership representing 17 governorates (Cairo Giza Alexandria Suez Al-Behera North Sinai Al-Sharqeya Al-Gharbeya Fayum Beni Suef Menya Suhaj Asyut Qena Luxor Aswan Red Sea) in Safir Hotel Al Duqqi.. The meeting came in the framework of the program titled "Supporting local councils' candidates in Egypt" in cooperation with "ERIS", which aims to support women's role in political, capacity building, supporting them in parliamentary elections as well as local councils, and reaching a local administration based on participation, transparency and accountability.. The attendees agreed upon establishing what is referred to as "The Rural Initiative" in order to achieve the following goals:.. Establishing popular, rural and effective local councils to represent the citizens of the villages and protect their rights and interests.. Presenting rural developmental issues and discussing development plans, as well as presenting popular alternatives for these plans depending mainly on personal efforts.. Considering the popular councils as representatives for the citizens as per by an official or customary statements signed by the citizens themselves.. They are monitoring the electoral process in all Egyptian governorates throughout the electoral day.. The first round of the elections that was held on the 23.. rd.. and the 24.. of may 2012, have resulted in a run-off between the highest two candidates, Dr/Mohamed Morsy freedom and justice party candidate, and Ahmed Shafiq the independent candidate.. The first day of the run-offs is being held under a state of alert and confusion that surrounds the Egyptian political scene.. Through the past days, many judicial verdicts were issued; the most important of them was the unconstitutionality of the articles added to the political rights law that is known in the media as isolation , in addition to the unconstitutionality of the Peoples assembly.. There is also a state of tension and concern after the decree of the Minister of justice that gave the authority to military personnel to detain civilians under judicial seizure, as a result, a large number of human rights activists and legal experts proceeded against the decree before of the administrative court for its restricting nature over the liberties.. The 16th and 17th of June witness the voting of some Egyptian citizens, as we do not know exactly their ability to choose the next Egyptian president for the coming phase.. This round will be between Dr.. Mohamed Moursi; the candidate of the political Islam current in other words, the Muslims Brotherhood and Ahmed Shafik, the candidate of several groups which represent Mubarak s benefits that is still influential inside all the governmental institutions.. The close results of the first round of the elections predict strong struggle will be witnessed between the supporters of both candidates.. Also any manipulation happens will influence the final results.. So as this choice will determine the fate of the country through the next phase, The Egyptian Mission for Monitoring the Presidential Election, which consists of number of public figures, political activists, human right activists, media  ...   disciplined and how the Egyptian citizen is interested in it, the percentage of participating and the percentage of manipulation and corruption which could happen through the two days therefore will influence the creditability of the its results.. Now we are aware of that a large rate of Egyptian citizens are not satisfied with the results of the first round of elections and that the re-elections is between two candidates do not represent the forces of revolution and the boycotting is the only solution for them.. However, we as observers and witnesses have to do our jobs in exposing any manipulating in the operation of elections, even if we are not satisfied with it.. This role represents from one hand a testimony will be written in the history, and on the other hand assures the eligibility of the results.. In its continued effort to monitor proceedings of the first day of the Egyptian Presidential Elections; the Egyptian Mission for Monitoring Presidential Elections (EMMPE) reached the following observations:.. The electoral process organization.. With the relative increase in the percentage of public participation in the voting process, number of administrative dilemmas emerged in many poling centers, such as: insufficient number or abilities of administrative assistants facilitating voting procedures.. Especially, as regards to secrecy of voting, usage of phosphoric ink and delivering voting ballots to voters.. EMMPE also observed some cases were citizens voted using ID cards of other persons.. In addition, some citizens made complaints against heads of some polling stations because they tried to direct them to vote certain candidates.. The Supreme Presidential Election Commission (PEC) denied this, saying that there is a misunderstanding, but formal complaints had been field in this regard, such as complaint No.. 682 in Boulak Al Dakroor police station.. EMMPE also found some observations about the absence of any exceptional or preferable procedures to allow old people to vote without having to wait in queues.. According to EMMPE s observers, voters lists were not hung outside many polling centers, thus voters wasted lots of time trying to find their names inside these centers.. Election Campaigning and Bribes:.. Election campaigning is still running in most of the governorates, despite the fact that a number of candidates supporters were arrested for not respecting silence period and continuing  ...   campaigning or any religious campaigning today, although many similar incidents were observed during campaigning period, such as using religious slogans and issuing Fatwas prohibiting voting for certain candidates.. Actions of Violence.. Violent actions increased compared with early morning of the first day of voting.. A number of clashes between supporters of different candidates in many governorates; such as the clashes that took place between supporters of Dr.. Abdul Monem Abul Fotouh and Dr.. Mohammed Morsy in Fayoum and Qena governorates.. Clashes also took place in Suez governorate between members of Dr.. Abdul Monem Abul Fotouh s campaign and security forces guarding one of the polling centers as a result of a rumor saying that army forces are guiding citizens to vote for Mr.. People with Special Needs.. Laws and procedures regulating elections did not put into considerations special needs of people suffering disabilities, no special regulations were made to enable them to vote (except for blind people).. The negative impacts of such ignoring attitude emerged in the large number of disabled people who suffered with their companions to reach voting centers.. In many cases, the administrative assistants in poling stations did not treat disabled voters properly, for example in Helwan University voting center refused to let a certain female citizen vote, saying she was mentally retarded and disqualified to vote, and after long discussions with many persons, she was given a voting card, but administrative assistants refused to help her or to let anybody else help.. 5:00 pm.. The Egyptian Mission for Monitoring the Presidential Election (EMMPE) is one of the popular human rights initiatives that aim at monitoring the presidential election 2012.. 26 Egyptian human rights organizations participate at EMMPE, in cooperation with 150 Egyptian public figures includes parliamentarians, activities, jurists, writers, artists, trade union members and others.. EMMPE will monitor the two Election Days and run-off in case there will be another round.. It s worth to mention that 50,407,266 fifty million and four hundred and seven thousand two hundred and sixty-six citizens have the right to vote in the presidential elections and also 586,804 five hundred eighty-six thousand eight hundred and four Egyptian citizens who live abroad are eligible to vote.. The number of general committees across Egypt is 351.. The number of polling centers is 9334.. The number of polling centers is 13097 and the number of judges supervise the presidential elections is 14590.. The early hours of the start of voting process in the first Election Day of the presidential election has witnessed medium turnout by Egyptian citizens, especially women across the country.. Turnout is from different age groups, especially young people.. The majority of polling stations received voters on time, started from 8 am however EMMPE reported a delay in opening some polling stations in some Egyptian governorates, for example: Aswan governorate due to the apology of 15 Judges Heads of polling stations to work, along with the late arrival of some judges heading to Luxor Governorate.. EMMPE reported the existence of dead people names in  ...   violations, including, for example: the governorates of Cairo and Sohag.. Reports were filed at the police stations against some candidates, such as the administrative report No.. 3778 in Kasr El Nil district against the campaign of the Freedom and Justice Party presidential candidate Dr.. Moahmed Morsi.. EMMPE reported distribution of food supplies in front of some polling centers in Sohag Governorate.. EMMPE also reported directing voters in Luxor Governorate.. In addition, EMMPE reported large number of distributing promotional material in front of number of polling stations in some governorates for more than one candidate, such as Mr.. Amr Mousa, Mr.. Ahmed Shafik, Mr.. Hamdeen Sabahi, and a big portion of the distributed promotional materials were for Dr.. Mohamed Morsi.. The beginning of the first Election Day was good due to security presence and keeping the general state of the electoral process secured at the level of the roads leading to polling stations and around the polling centers.. However EMMPE regrets the death of security personnel due to gunshot in his chest in front of a polling center in Rood El Farag in Cairo.. Till the moment of issuing this statement, there is no enough information about the incident, its causes and perpetrators.. Observers and Candidate Agents.. Judges' decisions differed in regard to allowing the civil society observers and grassroots movements to exist inside the polling stations.. EMMPE reported override the law by denying some candidate representatives from accessing polling stations to do their job, which urged some candidate representatives to file reports to prove these what happened in different police stations..
