The first Statement of the phase of opening the candidacy requests, Parliamentary Election.. No sounds is higher than the sound of security.. The ministry of Interior monopolizes the management of the first day of opening the candidacy requests.. The required documents are not unified in all the security directorates.. The candidacy requesters received receipts which can allow the administrative agencies to refuse their candidacy.. Chaos in front of the security directorates, the employees are not trained on the regulations of the electoral process and the places are not appropriate to admit the candidates.. Some security directorates abstained from receiving some candidacy papers, dismissing some candidates and arresting some supporters.. The supporters of the Muslim Brotherhood are protesting in front of the security directorates of Giza and Gharbia.. An employee in the security directorate asked a female candidate "how come you are a woman and you are not applying to Quota seat".. Facilitations in the process of applying to the candidates of the parties and rather than the independent candidates.. Cairo 3 November2010.. The monitors' team of the Independent Coalition Elections' Observation to 19 governorates to the security directorates to monitor the first day of opening the candidacy requests phase for the elections planned to hold on 28 of November 2010.. The coalition will issue a daily statement on the phase of opening the door to the candidacy requests.. And a detailed report will be published on each phase of the elections.. The minister of Interior declared the opening of the door to submit the requests of candidacy for the elections in the period from 3 to 7 November 2010 without deciding what the required documents to the candidacy are.. Follows the observations of the team of the coalition with the ending of day one of the opening phase of submitting the candidacy requests:.. The submitting of the candidacy was opened in the various security directorates from 9 am to 1 pm and all the directorates abided by the times decided.. Some security directorates violated article 5 from the law no.. 30/1972 amended by the law no.. 175/2005 and the ministerial decree 1340/2010 related to the procedures of the candidacy and elections, which determined the documents required to prove the eligibility to the candidacy.. Each security directorate decided on its own what the required documents are, such as Minya security directorate which required from the candidates who apply as farmers, the family registrar document and the certificate of the agricultural, Luxor security directorate required the financial status certificate and the national number ID card of the mother of the candidate and Dakahlia security directorate required 6 personal photos from the candidates.. The ministry of Interior monopolized complete supervision over the phase of opening the door of the submitting the candidacy requests , in the absence of the committee of deciding the eligibility and the character of the candidate.. This committee which is formed according to the article 8 of the law no.. 38/1972 regarding the people assembly.. The candidates did not manage to meet the consolers or to submit complaints , in this regard it is important to say that the officers of investigations in the different governorates allowing the candidates to enter the places of submitting the papers.. for example, all the applicants of candidacy were prevented from entering to Fayoum security directorate , some applicants were dismissed after they were allowed to Dakahlia security directorate and Behaira security directorate, and in Cairo security directorate the applicants were forced to enter the building of the investigation police and their ID cards were collected to check their criminal status , although they submit the criminal status document as one of the required document to apply for candidacy.. And the absence of the committee to review the applications leads to the rejection of documents of Souad Israel (professional fea'at women quota seat- Luxor) Salwa Salah (worker- luxor women quota seat) claiming that they are not eligible because their mothers had Sudanese and Palestinian nationalities.. Some security directorates abstained from giving receipts stating that the  ...   Hashim, Abdel Rahman Abu Ghiet and Abd el Rahman Abd el Aziz, who has been beaten , and the arrest of Moahmed Youssef known as Mohamed Abu Al- Masry , Mohamed is a member in the movement of awareness of the voters in Suez governorate.. He was arrested when he is distributing a flyer of the movement titled " your vote will shape your future and your silence is a chance for others".. in Helwan security governorate , the applicant Essam Hilamy ( professional fea'at Ikhwan) his ID card was taken by force.. About 80 applicants demonstrated in Giza governorate in front of the security directorate, they were protesting the refusal of the employees to receive their applications till 1:00 pm , and supporters of the Muslim Brotherhood demonstrated in front of Gharbia in protest of not allowing the applicants of the Muslim Brotherhood from submitting their applications.. The observations of our monitors on female applicants reported the follows:.. It was noticed that there is facilitations in most of the security directorates for woman applicants whether for general seats or women Quota seats.. They were favored in submitting the applications and exempting them sometimes like what happened to Amal Abuel Yazid( professional- fea'at women quota seat- Wafd) she submitted her application before some male applicants.. Some security directorates like Bani Suif, Asuit, Qena , Luxor, Cairo and Giza security directorate specified some offices to receive the applications of women Quota seats and the general seats and the application were received by female employees and there were some female police officers to check the applications in Giza and Cairo security directorates.. It was noticed that some employees who receive the applications are not aware of the law no.. 149/2009, amended by the law no.. 38/1972 about the People Assembly, which specify 64 seats for women, and keeping their rights to be nominated on general seats , as an example a \n employee in Cairo security directorate objected Nagwa Abbas ( professional fea'at- Nisr City Tagmou) applying for a general seat and he said "she should be applying only for women quota seat only".. Cairo 25 October 2010.. The Egyptian Association for Community Participation Enhancement (EACPE), a member of the independent coalition for election monitoring followed the decisions of the Supreme Committee for Elections, which is chaired by Counselor /Al Sayed Abdul Aziz Omar, head of Cairo Court of Appeal in his capacity as the President of the Supreme Committee for Elections, where he decided, first: -.. That the Supreme Committee for elections chooses in each province an adviser among heads of appeal courts to be its delegate at the governorate constituency and to be the link between the Committee and all what is going in the governorate regarding the electoral process, to inform them about the remarks s/he receives in this regard.. This person shall also, specifically, observe the commitment of the candidates with the limits put for electoral campaigning according to law and the resolutions issued by the Supreme Committee in this regard.. In addition, s/he receives complaints and denunciations regarding any violations to the provisions organizing the electoral process.. This person also investigates the accuracy of such complaints then sends them to the Supreme Committee to take the necessary actions.. The Supreme Committee identified the premises of Primary Courts of each governorate as its headquarters.. Second: The decision regarding following-up the elections that Egyptian civil society organizations that want to monitor the polling and counting procedures shall apply to the National Council for Human Rights at the dates decided by the Supreme Committee to receive these requests.. It also decided that these organizations have the right to present their requests directly to the Supreme Committee for Elections at the same dates.. The Supreme Committee also requested some documents and data on the activities of the organizations interested in monitoring.. In addition, the Supreme Committee for Elections organized in its decision the mechanism through which the electoral process will be followed up by civil society organizations.. In order to follow-up elections, the Supreme Committee conditioned the approval of the heads of committees and sub-committees who supervise elections.. EACPE observed some of the statements issued by the Supreme Committee, which were not issued in the form of resolutions, but were statements to the media by the president of the Committee or one of its members, particularly concerning the use of religious slogans and the maximum limit of spending during campaigning.. According to these resolutions and statements, EACPE calls upon  ...   the level of a President of Court of Appeal as its delegate in each governorate and selecting Courts of First Instance as the headquarters of the committee and appointing assistants from the judiciary who are assigned to follow-up the decisions of the Committee in different governorates.. EACPE calls upon the Supreme Committee to announce the places of these headquarters and how the citizens, whether candidates, voters or civil society organizations, should submit their complaints regarding the electoral process.. EACPE praises the decision of the Supreme Committee for Elections that gives civil society organizations (CSOs) the right to submit their requests directly to the Supreme Committee for Elections on the announced dates without the mediation of the National Council for Human Rights.. EACPE wishes that the Supreme Committee for Elections activates this resolution and publish it as soon as possible so that CSOs can submit their requests and monitor the electoral process during the two phases of announcing the opening for candidacy as well as electoral campaigns so as the representatives of CSOs would not suffer from the ruthlessness of the executive branch and its administrative security bodies, and that Supreme Committee for Elections does not delegate to the National Council for Human Rights what it calls the right of the National Council for Human Rights to express its opinion on the organizations interested in monitoring.. EACPE also wishes that the Supreme Committee for Elections would allow CSOs fulfilling the conditions for monitoring without distinction between different associations under the provisions of Law No.. 84 for the year 2002 and non-profit civil corporate, such that the Supreme Committee forms an independent judicial body to verify the seriousness of these organizations and their commitment to the standards of neutrality and impartiality and good conduct and behavior of observers.. The report addressed the recommendations of the Supreme Committee for Elections for governors and their assistants from the staff of local administrations to prevent acts of propaganda in the electoral constituencies, and the development of the rules of civil society organizations monitoring the elections and sending of a letter to the Ministry of Social Solidarity, asking to send a list of the names of civic organizations that are entitled to monitor.. The coalition has criticized the supreme Committee for not sharing its decisions with the public where the coalition finds that the elections is of interest to all citizens as it is entitled to them to know the decisions of the Committee and comment on them, it also criticized the issuance of some instructions by the Supreme Committee for Elections in the organization of propaganda in the form of non-binding recommendations infiltrated by governors and local administration staff and called upon the publication of its decisions in the Official Gazette.. The coalition demanded of the Supreme Committee to put in place mechanisms to enable it to monitor the administrative bodies of executive power known bias to the ruling party, in case of violation of its resolutions.. The coalition also wished that the Supreme Committee would announce specific rules so that civil society organizations would be able to monitor the electoral process various stages.. The coalition also called upon the Supreme Committee for the elections to allow civil society organizations to directly head to it to apply for observation and not through an intermediary, whether the Ministry of Social Solidarity or the National Council for Human Rights.. The report also criticized the Supreme Committee's specification of the ceiling of financial spending of 200 thousand pounds without taking into account the large quota constituencies where women candidates compete among themselves, which vary in the geographical range  ...   once in a number of different constituencies, where the party feared that a number of its members would run as independents in the upcoming legislative elections.. The Electoral College excluded those who filed after the re-opening from signing proxies that warns against their nomination as independents or to pay voluntary contributions compulsory set by the party's nomination for the Electoral College, which has aroused the ire of those who made the first time private candidates for the seats of the quota.. The report monitored the continuation of the publicity work in constituencies run by ministers and the exploitation of their positions in the work of electoral propaganda, while some of the candidates belonging to the ruling party who are not with power or influence tried to get through with the recommendation of the Supreme Committee to prevent acts of propaganda by posting banners with pictures of President of the Republic and Mr.. Secretary General of the ruling party, Gamal Mubarak so that their banners wouldn't be torn.. Back..

The Egyptian Association for Community Participation Enhancement (EACPE) and Nazra Association for Feminist studies (NAZRA).. have published their first report on the context accompanying the People Assembly's elections of 2010.. The first report that the EACPE and.. Nazra Association for Feminist studies.. published on the context accompanying the People Assembly's elections of 2010 included analysis of the political, cultural and socio-economic contexts as well as the legislative structure upon which the elections will take place.. also included the works of field observation that witnessed the work of the Electoral College of the National Democratic Party (NDP) and the works of "Gray Campaigning" which started by the candidates before the Supreme Committee for Elections announces the formal date.. EACPE observes the elections through a coalition with.. that monitors the process of integrating gender perspective through all the stages of the electoral process, within this coalition there is.. Cairo Institute for Human Rights Studies (CIHRS).. that works on monitoring the media performance during the electoral process; the project is funded by the European Commission.. One of the most prominent events that the report tackled is the huge conflict within the.. NDP.. for the nomination to the upcoming elections, bearing in mind that most of the party's members applying to the Electoral College consider that maintaining the party's recommendation would be very much like an early announcement of their wining in gaining a seat in the legislative council.. This conflict within the Electoral College of the.. led to the death of two citizens in both Nabroua constituency of El Dakahleyya Governorate and El Manakh constituency of Port Said Governorate, along with a number of injuries reported.. The observers reported that some candidates of all parties used electoral publicity despite that there was no presidential decree to decide the date of elections or the opening for candidacy.. These actions would be considered a disregard to the Supreme Committee's warning that there should be no campaigning before the opening for candidacy.. The observers monitored that in some of the high spot constituencies, some ministers made use of their powers.. For example, Said Meshal, Minister of.. Military Production.. , organized a number of electoral seminars in the military production factories and used head of boards of these factories and the major employees in the ministry in the publicity activities.. The Minister of Irrigation also used his position and promised the voters in Juhayna Constituency at Sohag Governorate that he will work on improving the public services of the constituency with a cost of 60 million Egyptian Pounds.. He said that these projects will be carried on by the Ministry of Irrigation along with the Ministry of Local Development, Social Fund for Development and the Ministry of Transportation.. On the other hand,  ...   exceptional case where the laws governing the elections that regulates a single election are multiple and contradictory.. The single electoral process is governed through more than one organizing entity and also the regulating laws of the Egyptian elections give the institutions of the Executive power broad authority in the electoral process and the authority to issue decisions that have the force of law without submission to the legislative council or consult the Supreme Committee for Elections.. The Minister of Interior Affairs issued law number 1340 for the year 2010 where he put the laws for submitting the nomination papers based on a model developed by himself and he obliged every candidate to present the national ID for his/her father to make sure that he has an Egyptian father.. The law also regulated the way the candidate would present his papers through a proxy and he gave the Security Director of each governorate broad authorities to verify the authenticity of the proxy.. The aforementioned law formed general and sub committees and specified their field of work and the way they work on the elections day.. The surprising thing is that these laws were released in "Al Wakaiee Al Masreya" Newspaper without the people's knowledge since it was not published in the official newspapers.. The law also gives the general union of workers that is controlled by the executive power and the agricultural cooperatives and the organs of local government the right to give the required documents to verify the authenticity of the character as laborer or farmer and that is exactly what lead to the trickery of the NDP's members since some businessmen as well as majors in the Ministry of Interior issue certification status as workers and peasants but as the opposition cannot do the same.. notices that when the law sets a period of time for the quota with only two terms that is not an enough time to abolish the discrimination that has been practiced over women for a very long time and that is also not an enough time for the society to change its perspective towards women, especially since the legislator did not provide identification of seats for women in the Shura Council or local people's councils on its different levels where we find that it is important to support women's quota in the People's Council with similar quota in the Shura Council and local people's councils.. The report warns that the elections are being affected by the heightened sectarian tone during the last period assuring that the presence of a culture of intolerance and its control over the society foresights the dissemination of the voices between the Muslims and Christians; since Muslims do not vote but for Muslims and Christians do not vote but for Christians and thus the elections would be based on sectarian ground and not the ground of electoral programs of the candidates..
