The Independent Coalition for monitoring the Elections includes three Rights Organizations: The Egyptian Association for Community Participation Enhancement, Cairo Institute for Human Rights Studies and Nazra Association for Feminist Studies.. The EACPE is concerned with field observation of all the stages of the electoral process, CIHRS is concerned with monitoring the visual and written media and Nazra is concerned with monitoring gender and women voters and candidates on regular and quota seats.. The Independent Coalition announces its observations about the stage of opening the nomination door, which the Minister of Interior has declared in the period from (3-7 November 2010).. First:.. by the law 38 of the year 1972 about the parliament revised by the law 175 of the year 2005, the Minister of Interior is allowed to issue the decision of opening the nomination door and specify the required documents to prove that the conditions are established and form the committees to check in the applications and make their decisions; and issue decisions by the force of the law related to managing the electoral process, which makes the security bodies ahead of the situation in managing this stage.. It also makes the Ministry of Interior the first responsible for the opening of the nomination stage in a complete absence of the Supreme Committee which is lost in its limited powers given by the law 17 for the year 2008 that gave it the role of supervising the electoral process.. The provisions of the law 38 for the year 1972 gave space to the administrative and security interventions of the executive power in managing the electoral process.. Second:.. the Minister of Interior issued his decision 2126 for the year with the opening of the nomination stage without specifying the required papers and documents needed to prove the status of the nominee, which led to a chaos and stumbling and the non existence of decisions or  ...   the security and administrative bodies of the executive power has performed acts of intransigence against them and refused to accept their nomination papers without a legal document, whereas those wishing to nominate from the opposition and the Muslim Brotherhood, were able to present their papers in the second day of the stage.. Fifth:.. the NDP was late in announcing his list of nominees until the last moment of the opening of the stage of nomination in order to avoid split inside the party and to close the door in front of those who were not part of the party's Electoral College.. Sixth:.. the prevention of the Independent Coalition's observers of monitoring the elections from reaching most security directorates, the observers were also held several times in Cairo's security directorate and El Qalioubia security directorate on the fourth day for the nomination stage and the withdrawal of the ID cards of the observers in Aswan's security directorate in the fourth day and that is due to the refusal of the Minister of Interior responsible for the opening of the nomination stage to the civil society observers in this stage and that is due to the delay of the Supreme Committee in issuing the declarations of the observers of the civil society.. Seventh:.. the general inclination was the acceptance of the papers of the females wishing to nominate on quota seats without harassment noting that the responsible for receiving the nomination papers were unaware with the rules of the quota seats and their believe that any woman wishing to nominate should not on quota seat without a right to nominate on regular seats.. Eighth: amid the chaos that filled the nomination stage, it is expected that surprises would happen during the announcement if the final electoral sheets specially with the indications allowing the security and administrative bodies of the executive power to exclude nominees , as when those wishing to nominate receive misleading receipts for receiving nomination papers and signing decisions not to practice publicity campaigns until the announcement of the final electoral sheets on 14/11/2010, that is followed by the public holidays on 20/11/2010 which would disrupt the removed candidates from appealing in front of the administrative court.. On The Fourth Day Of The Opening For candidacy Phase (Registration).. The team of the Independent Coalition for Elections Observation in 19 governorates headed to the security directorates to monitor the fourth day of the registration phase for the parliamentary elections scheduled for November 28, 2010.. The coalition will issue a daily statement on this phase and will issue a detailed analytical report on the whole phase once it is completed.. The following was observed:.. Administrative and security harassments for the independent applicants who dissociated themselves from the NDP.. The arbitrary administrative procedures were persistent as numerous Security Directorates require extra documents with no legal basis.. The security barricades continue although applicants of the Muslim Brotherhood and the opposition were allowed to apply.. Personnel of the Security Directorates, who are in charge of receiving documents, ask applicants of the NDP's Electoral College to sign statements to prove.. Observers of the Coalition were detained at the Dakahleya Security Directorate, and the coordinator was told that it is a must to extract permissions from the Supreme Committee for Elections.. Below are the remarks observed by our field observers on the fourth day of registration:.. Cairo Security Directorate:.. Documents of Mr.. Ismail Ibrahim Baioumy (Democratic Peace Party- Laborer- Mansheyet Nasser constituency) were rejected due to the fact that he did not present a certification of his laborer status from the Egyptian Labor Union, although he managed to get a verdict, in the case number 3635/56 Judicial which he filed against the Egyptian Labor Union dated 31st of October 2010, proving his eligibility of the laborer status.. Mr.. Omar Mokhtar Agamy (Laborer- Independent- Mattareya and Ain Shams constituency) complained to the Coalition stating that he did not submit his documents due the fact that he did not manage to issue a membership certificate to any syndicate and the arbitrary practice of the Egyptian Labor Union in extracting a laborer status certification.. Maged Mohamed Sayed (Laborer- Socialist Arab Party- Nasr City constituency) complained to the Coalition stating that his documents were rejected due to the fact that the signature written on his documents belong to Mr.. Adel Al Molla, whereas it is supposed to be of Mr.. Waheed Al Aqsory.. Sabry Abdel Aziz (Independent- Professional- Nasr City) complained to the Coalition representatives and distributed a statement in front of Cairo Security Directorate criticizing his opponent Mr.. Sameh Fahmy, the Minister of Petroleum, due to the fact that the latter had registered a number of voters in the electoral lists with the involvement of the Minister of Interiors.. Helwan Security Directorate:.. Ashraf Abdel Moneim Al Jobaily (Professional- Independent- Maadi) has submitted a complaint to the Coalition because his application was rejected for not extracting his pink electoral card.. He mentioned that he could not extract it due to the arbitrary behavior of the Maadi Police Station Sheriff.. Khairy Abo Daif Ali (Laborer- Independent- Helwan 1) has submitted his application today although he had already submitted his documents within the NDP's Electoral College.. He was further asked to sign a statement indicating that he did not authorize the Secretary General of the NDP's office in his governorate while the Electoral College was held.. The Atfeeh Police Station Sheriff behaved arbitrarily in extracting the electoral card for Mr.. Ahmed Rabee Mahmoud (Independent- Professional- Saff/Atfeeh constituency) for the second day in a row.. Dakahleya Security Directorate:.. Messrs Ahmed Mohamd Ahmed (Independent- Professional- Sherbeen constituency), Ayman Mohamed Hegab (Independent- Professional- Mit Ghamr constituency) and Mohamed Abul Hassan Abdel Kareem (Independent- laborer- Mansoura constituency) have complained to the coalition as their application documents were arbitrarily rejected.. The documents were rejected due to the arbitrary treatment of the Sherbeen Police Station Sheriff, and Mit Ghamr Police Station Sheriff who refused to extract either electoral cards (Mr.. Ahmed and Mr.. Hegab) or the laborer status certificate (Mr.. Abdel Kareem).. 6th of October Security Directorate:.. Only 10 applicants submitted their documents, including Mr.. Mohamed Mahrous (Laborer- Wafd- Hawamdeya constituency) and Ahmed Abdou (Muslim Brother- Laborer- Mazouna constituency).. On the other hand, the applications of 35 applicants, who dissociated themselves from the NDP, were rejected without stating the reason; which caused them to assemble in front of the 6th of October Security Directorate.. Those whose applications were rejected submitted a complaint to the Coalition emphasizing that the security entities hindered their applications and that they would sue the Minister of Interiors.. Monofeya Security Directorate:.. Ragab Abo Zaid (Muslim Brother- Professional-  ...   certificate from Social Insurance and was asked to present a certificate from the Egyptian Labor Union.. Kamil Sadek (Laborer- Badara constituency) were rejected for the second under the pretext of not presenting the original Military Service certificate, although he presented and officially stamped copy.. Tamer Eissa Abdel Hafez (Professional- Independent- Assiut) complained to the Coalition because his application was rejected due to the fact that the original Military Service certificate was not presented, although he had presented it in 2005 and brought an officially stamped copy.. Giza Security Directorate:.. 6 Brotherhood candidates submitted their applications and were accepted.. The Security Directorate notified the Agouza and Dokki Police Sheriffs to expedite the extraction of a recent electoral card for each of Mr.. Essam El-Shahed (Laborer- Agouza) and Ms.. Amal Abdel Kareem (Professional Women quota seat).. Magdi Khattab (Professional- Haram), who resigned from the NDP yesterday and had earlier applied at the NDP's Electoral College, submitted his documents.. Ghrabeya Security Directorate:.. A small number of applicants headed to the registration office on the fourth day.. Al Mahalla Al Kobra Police Station summoned Mr.. Khaled Sawar (Professional- Independent- Mahalla) in order to present a document to prove that he graduated from the faculty of engineering.. Mohamed Soliman (Professional- Wafd- Mahalla) complained to the Coalition representative the slowness of procedures as he stated that the registration procedures took him more than 4 hours.. Representatives of the Coalition stated that the person who receives the applications is a Security Directorate personnel, and that the head of the committee is based inside the office of the under security director for financial and administrative affairs.. Aswan Security Directorate:.. The observers of the Coalition (Waleed Sayed and Khaled Sadek) were prevented from accessing the office in which documents are received; in addition, their national IDs were confiscated.. Only 10 candidates applied (3 for the 1st constituency, 2 for the 2nd constituency, and 5 for the quota seats).. Suez Security Directorate:.. Our observers were prevented from accessing Suez Security Directorate by security personnel dressed in civil clothes.. The application of Mr.. Ashraf Ali Al-Sheikh (Professional- Independent- Al Arbaeen constituency) due to the fact that he did not extract a certificate from the Social Insurance, or a letter from the Chamber of Commerce.. Ismail Shama (Laborer- Independent- first constituency) as he did not extract a letter from his workplace.. Qalioubeya Security Directorate:.. A very strict security barricade was imposed in front of the Security Directorate.. The Coalition's observer Mr.. Ali Saad was evacuated from the Security Directorate and there was an attempt to detain him as well as confiscate his national and Lawyers Syndicate's ID.. In addition, the observer Mr.. Amr Abbas was detained inside the Security Directorate for an hour.. Our coordinator in Qalioubeya Mr.. Mohamed Hegazy, who is a lawyer, received a phone call from security representatives informing him that the observation team was evacuated, and that all observers must extract a permission from the Supreme Committee for Elections in order to perform their tasks.. The remarks of the observers on the women applicants:.. The application documents of Ms.. Omaima Ibrahim Eid (Quota seat) were stolen and she filed a police record number 46, which was referred to Assiut Police Station under number 46/49.. Two women have applied in Bini Sowaif for the quota seat without any harassment.. They are Ms.. Siham Adeeb Bishai (Professional- Independent) and Ms.. Om Hashem Abdel Ghani Abdel Aziz (Laborer).. No women applied on the fourth day for the 2 quota seats.. 5 women have applied for the quota sea in Aswan, and they did no face any harassment.. Only one woman applied for the quota seat in Gharbeya governorate: Ms.. Iman Mohamed Al-Bawab.. In Giza governorate, the person in charge of receiving application documents refused to accept the documents of Ms.. Mona Sayed Mohamed for the quota seat, claiming that her documents are missing and requested her to file a law case before the Council of State.. In Behira governorate, the application of Ms.. Iman Ramzy was rejected for the fourth day in a row under the pretext of not being registered in the electoral lists although she has a legal verdict, which was mentioned in our previous statement.. She decided to hold a strike in front of the Ministry of Interiors due to its arbitrary practice.. She headed to the Supreme Committee for Elections to submit a complaint against the committee in charge of receiving applications at Behira governorate.. In North Sinai, one woman applied for the quota seat: Ms.. Safeya Mohamed Al Bikr (Wafd- Professionals)..

The team of the Independent Coalition for Election Observation in 19 governorates headed to the security directorates to monitor the third day of the opening for candidacy phase for the parliamentary elections scheduled for November 28, 2010.. The number of candidates applying was minimal on the third day due to the fact that Friday is an official holiday in Egypt, which was an obstacle for the independent candidates who had already applied on the second day and needed to complete their documentation.. For instance, they were unable to go to certain governmental entities or the general federation for laborers or their workplaces to get the needed documents required of them the past day.. Most of the applicants form the Muslim Brotherhood and opposition parties had already submitted their application documents on the first and second days, while the NDP had not submitted a list of its candidates until the third day.. The security presence was heavy in front of the security directorates in various Egyptian governorates.. However, security did not prevent any applicant from accessing the security directorates.. There was persistent lack of organization from the administrative side and an absence of the committees formulated under the umbrella of Law No 38/1972 to examine the application documents and manage the phase of opening for candidacy on behalf of the Ministry of Interiors.. For instance, the timing for accepting the documents highly varied from one directorate to the other, and the security directorates continued to request candidacy documents that were not stipulated by the law or the ministerial decree of opening for candidacy.. One of the members of the coalition was detained in the Cairo Security HQ and was banned from accessing the committees which accepted candidacy applications.. The Observations of the monitors team as follows:.. One of the members of the coalition Hamada Al- Kashef- was detained in the Cairo Security HQ and was banned from accessing the committees which accepted candidacy applications.. The justification given was that there were no instructions from the Ministry of Interiors to allow Observers to enter the committees; hence Mr.. Kashef was detained for almost three hours.. This was recurrent with other observers who are members of the coalition during the third day.. Also two journalists from Al-MAsry Al-Youm and Al-Ahram were detained.. A security cordon was imposed around the Cairo Security Directorate HQ.. 34 Applicants submitted their documents, most prominent of whom was Mrs.. Samira Ahmed (Wafd) from Bab Al-Shaireya.. With regards to the Quota Seats, one woman applied namely Mrs.. Wafaa Al-Tawil (Laborer- Ahrar Party) Southern Cairo.. The Cairo Security Directorate was closed at 1:30 p.. The observers of the coalition noted that Security personnel in civil clothes were seated in the spots allocated for applicants in the constituencies of Dar Al-Salam.. Abdeen, Boulaq, Qasr Al Nile, Al-Sahel, Bab Al-Shaireya, Al Gamaleya and Al-Zaher.. Behaira Security Directorate:.. 221 applicants headed to the Behira Security Directorate.. 50 of whom managed to sumbit their applications and documents while the rest were unable to do so due to the slowness in the administrative procedures and the security intervention.. Mohamed Khaled Salem (Muslim Brotherhood, Abol Matameer constituency) and Mr.. Yasser Abdel Rafea (Muslim Brotherhood, Kafr Al-Dawar constituency) complained that their documents were delayed for the third day in a row due to the fact that the security meddled in their turn to enter the committee to submit their applications.. The committee which receives the applications refused the application documents of Mr.. Moustafa Mohamad Al Gahel (Independent- Peasant- Kafr Al Dawar constituency) although he submitted the required documents, however, they asked him for further documents that were not stipulated by the Law No 38/1972 nor the Ministerial decree, such as family documentation, and documents for the land acquisition of his wife and minor kids.. Dakahlia Security Directorate:.. The number of applicants was minimal.. 39 applicants submitted their documents while Mr.. Moutafa Al Gundy (Wafd- Tamy Al Amdid constituency) could not submit his application documents due to his inability to present his registration document in the electoral lists, although he is the incumbent MP of that constituency.. With regards to the quota seats, each of Ms.. Ibtisam Ahmed Qassem (Socialist Arab Party) and Ms.. Iman Mohamed Aly (Independent) for the Northern Dakahleya constituency submitted their applications.. Around 17 applicants complained to  ...   p.. Qena Security Directorate:.. Only 16 applicants submitted their documents, including 2 for the quota seats, namely Ms.. Wafaa Mohamed Rashad (Laborer- independent) and Ms.. Farida Mohamed Abdo (Laborer- Independent).. The committee was closed at 5:00 p.. Yehya Haggag (Laborer- Independent- Saff/Tebbin constituency) were accepted.. The application documents of four applicants were rejected as follows:.. Mahmoud Khafaga Hammad (Laborer- Helwan constituency)- for not presenting his status certification from the Labor Union HQ.. Ahmed Rabee Mahmoud (Etfeeh constituency)- due to the arbitrary practice of the Police Officer of Etfeeh Police Station in extracting the red card for him.. Mostafa Mohamed Tawfiq (Independent- Helwan Constituency) for not presenting his military service certificate and his educational documents.. Abdel Razek Zaky Mohamed (Etfeeh constituency) for not presenting an original copy of his commercial records officially stamped.. Mohamed Diaa Al Tibiti (aka Diaa Al Omda) for Armint Constituency was not accepted for not extracting his labor status certification from the Labor Union HQ in Cairo.. Only 12 applicants submitted their documents on the governorate level including 4 for the Quota Seat.. The committee was closed at 1:45 p.. North Sainai Security Directorate:.. 10 applicants submitted their documents and were all accepted.. Opposition and Brotherhood applicants complained that their documents are not accepted except after meeting the head of the Security there, who asks them about their political and partisan affiliations, the constituency they wish to run for, and the nature of their work.. After this interview, he allows the authorization of their application documents and are accompanied by a security staff member to hand in the application to the head of the committee.. The applicants complained to our observers that the head of the committee was always late until 2:30 p.. Fayoum Governorate:.. Contrary to the first two days, the third day did not have heavy security barricades around the application premises at the Fayoum Security Directorate.. Our observers noted that on this day only three applicants submitted their documents.. The remarks of the observers on the Quota-Seats applicants:.. There were minimal applications for the quota seats on day three, where a total of 19 women applied for Cairo, Giza, Dakahleya, Gharbeya, Qaliyoubeya, Qina and Luxor.. In some governorates, such as Northern Sinai, Helwan, Monofeya and Fayoum, no women applied for the quota seats.. On day 3, three women applied for the general seats in Cairo, namely Ms.. Fatma Ismail (laborer- Independent- Manial Constituency), Ms.. Yousreya Abdel Samee Abdel Barry (Laborer Independent Al- Zaher constituency) and Ms.. Samira Ahmed (Wafd Bab Al Shaireya constituency).. Ms.. Iman Al Bawab (Independent- Quota Seat) applied to the application committee for laborers seats, but she did not have certification for her laborer status, hence she decided to run for the quota seat as non-laborer/professional, but she was rejected as she did not have the required educational documents or workplace letter.. The documents of Ms.. Zeinab Khalil (Laborer- Independent- Quota Seat- Gharebya Governorate) were rejected for not having a letter from work, although she had a certificate proving her electoral status as a laborer and that she works at the city council of Mahalla Al Kobra.. The documents of Ms, Reda Abdel Fattah Al Moazen (Laborer- Independent- Quota Seat- Gharebya Governorate) were rejected for not having her electoral status certification from the general Labor Union HQ in Cairo, although she had that certification from a branch Syndicate for Medical Services from Gharbeya Governorate.. The application committee at Monofeya governorate had summoned Ms.. Mervat Ebeed (Laborer- Independent- Birket Al Sabaa constituency) to provide missing documents (her electoral status certification).. At the Behira governorate, the application committee rejected the documents of Ms.. Iman Ramzy Faheem (Independent- Professional- Quota Seat) as her electoral card was lost.. Iman had previously gone to the police station to extract certificate to enroll in the electoral list and she could not get it although she asserts that she is enlisted in the electoral lists.. So, she applied to the application committee with a court verdict from the Administrative Court of Cairo dated November 2, 2010 for the case number 988/65 judiciary indicating "enlisting in electoral lists does not necessitate the request of applicant, as it is an automatic procedure that the administration should commit to provide for those who fulfill the conditions stated by the Electoral Panel ".. The applicant had appealed again before the Administrative Court of Cairo against her exclusion and her appeal is due to be reviewed Saturday 6th of November 2010..

The team of the Independent Coalition for Elections Observation headed to monitor the elections in 19 different governorates in their security directorates to monitor the second day of the opening of the candidacy stage of the legislative elections that should be held on the 28th of November.. The Coalition will publish a daily statement of its observations as well as an analytical report after each stage.. The following has been monitored:.. Despite the massive security presence in each governorate, candidates were able to present their nomination papers in the directorates.. The continuation of chaos and disorganization in most directorates; there has been complaints from some of those wishing to nominate about the hardship of doing so as well as the state of in-awareness of most employees.. The observers of the Coalition were prevented and two of them were held in Cairo security directorate for an hour, also some media representatives were prevented from entering the directorates in some governorates.. Most of the opposition party and Muslim Brotherhood candidates were allowed to present their papers in most governorates, where most of the independent candidates of the NDP were faced with obstacles from the security and administrative authorities.. Candidates sign unidentified documents not to do any publicity campaigns unless on the specified dates.. Thousands demonstrates in front of Alexandria security directorate against the intransigence in accepting the nomination papers of the Muslim Brotherhood nominees and were joined by followers of the nominees of the opposition.. Disparity in security directorates in the time of closing the door for accepting the nominees papers, for example: Cairo, Giza and Behaira ended at 1:30 pm, Beni Seuif, Menya and El Gharbia ended at 2:30 pm and Dakhalia at 4:30 pm.. Security directorate of Suez has a singularity in requesting documentation papers that are not even legal.. The following are the observers' notes on the second day of the opening of the candidacy stage of the legislative elections:.. Helwan Directorate:.. Strict security siege around the directorate, although it was easy to present the nomination papers the next day.. The nomination papers of Mr.. Tarek El Sayed ( laborers) were not accepted because he didn't present the original military service certificate although he had replica of the certificate.. Dakahlia Directorate:.. Massive security presence.. The presence of the committee responsible for checking the papers according to the law and it performed its duty which made it easier for people to present their nomination papers.. All the 12 Muslim Brotherhood candidates that were supposed to present their papers.. The Brotherhood also had two alternate candidates in Atmida constituency where Khaled Banoura (professionals) was the main candidate, and Ibrahim El Hawary (professionals) was the alternate.. In Meet Ghamr constituency, Hamdy El Shenawy known as Metwaly El Shenawy presented his papers as professionals main candidate and Mohamed Abdel Fatah Professionals alternate.. 6th October Directorate:.. 11 of those wishing to nominate were capable to present their papers.. Nominee Sayed Saleh Muslim Brotherhood candidate ( professionals Manshyat Nasr constituency ) filed a complaint to the Coalition that he has signed an endorsement abiding to the decision.. for the year 2010 without a verification of the decision or its number, and when he asked what does the number of the decision mean? Non of the employees answered him.. Monofia Directorate:.. Our observers were told that secretary of El Tagmou party Mr.. Ahmed Nassar has sent a thank you letter to the director of El Monofya directorate, for his cooperation and the easiness of the procedures that the nominees of the party have faced.. MP Sabry Amer, professionals Brotherhood candidate, declared that the papers of all the nominees of the brotherhood have been accepted.. Furthermore, it has been said that there has been a closed meeting between the nominees of the brotherhood and the head of the religious flaw in the SSI Mr.. Maher Tahoon in the security directorate.. 36 of those wishing to nominate were capable of presenting their papers, notably Mr.. Zen El Sadat ( professionals- independent- El Tala constituency) in front of his cousin the present MP, Mr.. Talaat El Sadat.. Cairo directorate:.. A security siege has been forced on the directorate to make the entrance hard.. An intensive security siege was held and all the roads leading to the security directorates were blocked till the end of the day, and that prevented the monitors from doing their missions.. With this entire hard security grip, 15 applicants managed to submit their applications and only three were admitted.. Aswan directorate:.. All the applicants submitted their application, with clear facilitations from the security.. 23 applied for the first constituency, 19 in the second constituency for instance Mona Mohamed Abu el Nasr (fea'at professional women quota seat) and Farok Fatah Allah Bahar (workers-Ikhwan- first constituency representing Nubians).. Northern Sainai directorate:.. The procedures were so slow in the Northern Sinai directorate, submitting papers started at 9 am and it did not finish until 1 pm.. The consular of the committee of deciding the status of the application did not attend in the committee till 2 pm, and accordingly, the employees asked the applicants to submit their applications and come back at 5 pm to check whether it is accepted or not, and the employees asked the applicants to come early in the morning to pay the fees.. Suez directorate:.. Submitting the applications started at 8 am and it was closed in 1 30 pm.. The directorate asked for documents not stated in the law 38/1972 and they were not included in the ministerial decree of the opening the phase of submitting the applications.. The application of Souad Mohamed Omar(worker- independent- first constituency-Suez) because he did not submitted the certificate of the social security ( Ta'minat) which states that he is a worker, and this is considered to be a violation to the law 38/1972, which states that the worker character is decided by a certificate from the labour syndicate where he\she is a member.. The application of Ismail Ahmed Sham'a(worker independent- first consistency ) on the pretext that he did not submit the national number certificate issued from the social security agency, and the certificate of his salary in one letter, although he submitted them in separate letters.. The application of Ashraf Ali Mahoud ( fea'at- professional the second constituency )was rejected , and he was asked to prove his character as a merchant to apply for professional seat, and that by submitting the commercial log and a letter from the commercial chamber , the applicant did the procedures needed and paid the fees but the employees said there is no official stamp till Sunday.. Alexandria directorate :.. A clash took place between the applicant Mahmoud Atia ( fea'at- Ikhwan- Karmoz constituency) and his supporters with the one of the security personals because of the slow process of submitting the application and the lack of waiting places.. The security directorate witnessed very slow process of submitting the applications, one applicant submission took about 2 hours like what happened with the applicant Sobhy Saleh ( fea'at- Ikhwan- el Ramel consistency ) and is parlimatrain in the parliament of 2005.. The strictness of the committee of accepting the application was noticed by some applicants, especially the persons applying as workers, the applicant Fathy el Awadi (independent worker- Dakhila and Amria constituency) was asked to submit a letter from the syndicate subcommittee to prove his membership, although he submitted a letter from the general syndicate.. The lawyer Mohamed Ramadan( the lawyer of the residents of Toson) was not allowed to submit his application ( professional Fea'at- independent- Montazah consistency ).. The security directorate witness a protest from the supporters and the applicants of the Muslim Brotherhood and it was joined by the other applicants and they mentioned in their chanting in protest against the high committee of elections and they accused the committee to work for the NDP.. And the observation of the coalition on women applicants as follows:.. There were no offices for women in Alexandria security directorate for example and women were equal to men in submitting the applications and the process was according to the timing of arrival to the directorate.. The women suffered like men from the slow process of submitting applications, in Alexandria security directorate Boshra el Sameny (Fea'at professional Muslim Brotherhood- women quota seat) spent almost 4 hours waiting for the acceptance of her application, after her failure to submit the application in the first day because she did not submit the certificate of the civil service, which is not stated as a needed document in the law.. The application of Hanan Ali Fadl (independent- Helwan governorate women quota seat) and this is because she did not submit the certificate of being listed in the electoral lists, she tried to issue this document but she did not find any facilitations..

The candidacy requesters received receipts which can allow the administrative agencies to refuse their candidacy.. Chaos in front of the security directorates, the employees are not trained on the regulations of the electoral process and the places are not appropriate to admit the candidates.. Some security directorates abstained from receiving some candidacy papers, dismissing some candidates and arresting some supporters.. The supporters of the Muslim Brotherhood are protesting in front of the security directorates of Giza and Gharbia.. An employee in the security directorate asked a female candidate "how come you are a woman and you are not applying to Quota seat".. Facilitations in the process of applying to the candidates of the parties and rather than the independent candidates.. Cairo 3 November2010.. The monitors' team of the Independent Coalition Elections' Observation to 19 governorates to the security directorates to monitor the first day of opening the candidacy requests phase for the elections planned to hold on 28 of November 2010.. The coalition will issue a daily statement on the phase of opening the door to the candidacy requests.. And a detailed report will be published on each phase of the elections.. The minister of Interior declared the opening of the door to submit the requests of candidacy for the elections in the period from 3 to 7 November 2010 without deciding what the required documents to the candidacy are.. Follows the observations of the team of the coalition with the ending of day one of the opening phase of submitting the candidacy requests:.. The submitting of the candidacy was opened in the various security directorates from 9 am to 1 pm and all the directorates abided by the times decided.. Some security directorates violated article 5 from the law no.. 30/1972 amended by the law no.. 175/2005 and the ministerial decree 1340/2010 related to the procedures of the candidacy and elections, which determined the documents required to prove the eligibility to the candidacy.. Each security directorate decided on its own what the required documents are, such as Minya security directorate which required from the candidates who apply as farmers, the family registrar document and the certificate of the agricultural, Luxor security directorate required the financial status certificate and the national number ID card of the mother of the candidate and Dakahlia security directorate required 6 personal photos from the candidates.. The ministry of Interior monopolized complete supervision over the phase of opening the door of the submitting the candidacy requests , in the absence of the committee of deciding the eligibility and the character of the candidate.. This committee which is formed according to the article 8 of the law no.. 38/1972 regarding the people assembly.. The candidates did not manage to meet the consolers or to submit complaints , in this regard it is important to say that the officers of investigations in the different governorates allowing the candidates to enter the places of submitting the papers.. for example, all the applicants of candidacy were prevented from entering to Fayoum  ...   North Cairo and they are 14 consistencies and the third for the South Cairo consistencies and they 6 consistencies and that lead to the disappointment of the applicants.. This chaos leads to abstinence of some applicants from applying like Adel William the applicant of Tagamou on Mit Ghamr consistency ( professional fea'at).. Some applicants complained that 20 applicants in Giza security directorate have received the number 72 to submit their documents and that lead the applicant Faten Atia ( worker) to threat to file a complaint to the General prosecutor, and in Cairo security directorate some applicants did not manage to submit their applications like Hussain Ashraf ( professional fea'at Abdeen constituency Tagamou ), Mimi Ramzy ( worker, Qasr el Nile Tagmou) and Yosry Baiomy ( worker- Misr el Qadima Ikhwan).. It was noticed that there was difference in the treatment between the parties' applicants and the facilitation for them unlike the independent applicants.. The son of an applicant was arrested Ahmady Qassim (professional fea'at Ikhwan Sanorus constituency ) and three journalists were arrested in front of Fayoum governorate and they are Ragab Hashim, Abdel Rahman Abu Ghiet and Abd el Rahman Abd el Aziz, who has been beaten , and the arrest of Moahmed Youssef known as Mohamed Abu Al- Masry , Mohamed is a member in the movement of awareness of the voters in Suez governorate.. He was arrested when he is distributing a flyer of the movement titled " your vote will shape your future and your silence is a chance for others".. in Helwan security governorate , the applicant Essam Hilamy ( professional fea'at Ikhwan) his ID card was taken by force.. About 80 applicants demonstrated in Giza governorate in front of the security directorate, they were protesting the refusal of the employees to receive their applications till 1:00 pm , and supporters of the Muslim Brotherhood demonstrated in front of Gharbia in protest of not allowing the applicants of the Muslim Brotherhood from submitting their applications.. The observations of our monitors on female applicants reported the follows:.. It was noticed that there is facilitations in most of the security directorates for woman applicants whether for general seats or women Quota seats.. They were favored in submitting the applications and exempting them sometimes like what happened to Amal Abuel Yazid( professional- fea'at women quota seat- Wafd) she submitted her application before some male applicants.. Some security directorates like Bani Suif, Asuit, Qena , Luxor, Cairo and Giza security directorate specified some offices to receive the applications of women Quota seats and the general seats and the application were received by female employees and there were some female police officers to check the applications in Giza and Cairo security directorates.. It was noticed that some employees who receive the applications are not aware of the law no.. 149/2009, amended by the law no.. 38/1972 about the People Assembly, which specify 64 seats for women, and keeping their rights to be nominated on general seats , as an example a \n employee in Cairo security directorate objected Nagwa Abbas ( professional fea'at- Nisr City Tagmou) applying for a general seat and he said "she should be applying only for women quota seat only".. Amal Abd el Karim (professional fea'at women quota seat Giza Ikhwan) faced arbitrary actions, she was prevented from submitting her application in the morning and she was allowed to submit it at 1:30 pm..

The Egyptian Association for Community Participation Enhancement (EACPE), a member of the independent coalition for election monitoring followed the decisions of the Supreme Committee for Elections, which is chaired by Counselor /Al Sayed Abdul Aziz Omar, head of Cairo Court of Appeal in his capacity as the President of the Supreme Committee for Elections, where he decided, first: -.. That the Supreme Committee for elections chooses in each province an adviser among heads of appeal courts to be its delegate at the governorate constituency and to be the link between the Committee and all what is going in the governorate regarding the electoral process, to inform them about the remarks s/he receives in this regard.. This person shall also, specifically, observe the commitment of the candidates with the limits put for electoral campaigning according to law and the resolutions issued by the Supreme Committee in this regard.. In addition, s/he receives complaints and denunciations regarding any violations to the provisions organizing the electoral process.. This person also investigates the accuracy of such complaints then sends them to the Supreme Committee to take the necessary actions.. The Supreme Committee identified the premises of Primary Courts of each governorate as its headquarters.. Second: The decision regarding following-up the elections that Egyptian civil society organizations that want to monitor the polling and counting procedures shall apply to the National Council for Human Rights at the dates decided by the Supreme Committee to receive these requests.. It also decided that these organizations have the right to present their requests directly to the Supreme Committee for Elections at the same dates.. The Supreme Committee also requested some documents and data on the activities of the organizations interested in monitoring.. In addition, the Supreme Committee for Elections organized in its decision the mechanism through which the electoral process will be followed up by civil society organizations.. In order to follow-up elections, the Supreme Committee conditioned the approval of the heads of committees and sub-committees who supervise elections.. EACPE observed  ...   also calls upon the Supreme Committee to develop defined mechanisms to monitor the maximum limit of spending, and to emphasize on banning the use of state-owned funds and facilities; and that the Committee enforces its decision to follow up the implementation of these recommendations by its representatives in various governorates that were specified in its decision and to eliminate the influence of the executives, who are subordinates to the ruling party, in the actual implementation of those decisions.. EACPE praises the decision of the Supreme Committee to appoint a counselor at the level of a President of Court of Appeal as its delegate in each governorate and selecting Courts of First Instance as the headquarters of the committee and appointing assistants from the judiciary who are assigned to follow-up the decisions of the Committee in different governorates.. EACPE calls upon the Supreme Committee to announce the places of these headquarters and how the citizens, whether candidates, voters or civil society organizations, should submit their complaints regarding the electoral process.. EACPE praises the decision of the Supreme Committee for Elections that gives civil society organizations (CSOs) the right to submit their requests directly to the Supreme Committee for Elections on the announced dates without the mediation of the National Council for Human Rights.. EACPE wishes that the Supreme Committee for Elections activates this resolution and publish it as soon as possible so that CSOs can submit their requests and monitor the electoral process during the two phases of announcing the opening for candidacy as well as electoral campaigns so as the representatives of CSOs would not suffer from the ruthlessness of the executive branch and its administrative security bodies, and that Supreme Committee for Elections does not delegate to the National Council for Human Rights what it calls the right of the National Council for Human Rights to express its opinion on the organizations interested in monitoring.. EACPE also wishes that the Supreme Committee for Elections would allow CSOs fulfilling the conditions for monitoring without distinction between different associations under the provisions of Law No.. 84 for the year 2002 and non-profit civil corporate, such that the Supreme Committee forms an independent judicial body to verify the seriousness of these organizations and their commitment to the standards of neutrality and impartiality and good conduct and behavior of observers.. The person present for the Higher Committee claimed that there is no evidence that the Egyptian Organization for Human Rights asked the committee for its approval that the organization would monitor the elections.. The defense of the organization responded that they were permitted by the National Council for Human Rights twenty permits; 17 of these permits were granted to observers in Damietta constituency out of 120 requests for permission submitted their organization..
