The popular committee for drafting the constitution held its first meeting on Sunday the 4.. th.. of August, 2013, in "Upper Egypt Development" Association, with the participation of activists, politicians as well as those concerned with the issue of the constitution.. Participants have negotiated the mechanisms and ways of cooperation between the partners, as well as the future plans.. And they agreed on the following:.. First:.. preparing a "Substantive" document that includes the philosophical and referential framework, as well as the main principals and a detailed introduction for the issues and topics that the committee will be working on, which are (The country's identity, electoral system, nature of the political system, Armed Forces, Police, Political parties' status, CSO's status, Judicial branch, legislative branch, the nature of the relationship between the three  ...   among the committee members, a clear and detailed elaboration of the criteria that the committee sees as indispensable (with regards to the Committee of Fifty designated to draft the constitution), especially with respect to the percentage of representation of all sectors of society in it, as well as the voting and communication mechanisms with society at large.. A meeting will be held on Monday August 15.. 2013 at the Headquarters of the Egyptian Association for Community Participation Enhancement (EACPE) to further discuss this document.. Third:.. Preparing a Popular Mobilization Plan within Egyptian governorates, as the members of the Committee of Fifty will visit all 27 governorates in order to ensure that a wider popular base participates in drafting the constitution.. This campaign will cover all the governorates of Egypt and its main target is enabling the Egyptian people with all its diverse categories (without excluding any party or group) to contribute to the writing-up of the Constitution of post-revolutionary Egypt, which is based on the notions of citizenship, respect for human rights, and equality between all Egyptians in rights and freedoms.. Dr.. Magdy Abdel Hamid, the Chairperson of the Egyptian Association for Community Participation Enhancement (EACPE) stated that a democratic constitution derives its legitimacy from the level of compatibility among the active political parties, as well as through involving citizens and relevant entities in tackling the most controversial issues.. Hence, the main objective is not to reach an "ideal" constitution, but a constitution that the whole of society approves of, one that tackles the most challenging constitutional  ...   the diverse political, cultural, economic, religious, and racial groups in Egypt.. The Egyptian Association for Community Participation Enhancement (EACPE) highly condemns the acts of violence that took place yesterday and until the early hours of today Tuesday 23/7/2013, on Tahrir square, but also in a number of Egyptian governorates.. These incidents resulted in the death of 9 people and the injury of around 86 more, according to the Ministry of Health.. The clashes that started yesterday 22/7/2013 in Tahrir and Qalioub city (Qalioubeyya governorate) had resulted in the injury of 44 people and the deaths of 3 more.. However, earlier today more clashes were started on Nahda  ...   Hence, EACPE calls upon President Adly Mansour to take on all the necessary legal and procedural measures to protect peaceful demonstrators, and to avoid any acts of violence that may jeopardize citizens, unarmed protestors or even vital facilities.. EACPE also urges Mr.. President Adly to order immediate integrate and transparent investigation in the acts of violence that occurred since yesterday and put the perpetrators in trial.. A number of human rights associations have expressed their condemnation of the tragic violence that occurred within the Presidential Guards House area in the wee hours of the morning of July 8.. , 2013, which resulted in that 54 people were killed, and hundreds were injured, and condemns also any attempt to assault military bases or facilities, or armed forces or police personnel.. On that morning, violent clashes took place in front of the Presidential Guards House area, in the intersection between Salah Salem and Tayaran Streets, Nasr City, Cairo.. The clashes resulted in the killing of 54 people and the injury of over 500 more.. In this context, the signatory human rights associations share their legitimate fears that this incident will mark the escalation of acts of violence in the coming few days, especially that some Muslim Brotherhood leaders still urge their young cadres and members to commit acts of vandalism in the country, in support of their point of view with regards to the former President Mohamed Morsy, who was ousted by the June 30.. popular uprising.. The signatory associations thus demand the following:.. The immediate investigation of the violent clashes that occurred in the Presidential Guards area, as well as the clashes that occurred in the same week in the areas of Manial and Abdel Moneim Riad (Cairo) and Sidi Gaber (Alexandria).. The below associations call for the immediate trial of the convicted and for the establishment of a committee of human rights and judicial experts to find out the real facts, and to announce the results to the public ASAP, and that this committee should seek the expertise of experts in law, forensic medicine and forensics in general.. The respect for freedom of expression and of peaceful assembly, as rights for everyone, whether proponents or opponents of former President Morsy,  ...   political or societal faction, regardless of their beliefs or political affiliation.. In this context, we would like to call upon them to overview the roadmap of the future of the nation,  ...   30th events are considered a public popular uprising that were achieved through the efforts and participation of the Egyptian people, who all were unified in their desire to oust the president then "Mohamed Morsy", and that it is not a Military Coup.. We would like to assert that the Military has become a player in the front rows through the demands of the people, in order to avoid violence and bloodshed, and to protect the revolution and revolutionaries, without any political gains at sight.. All the youth powers and Tamarrod Movement, along with the democratic and patriotic powers and parties, should work hand in hand in the coming period to achieve the four main goals of the January 25th Revolution, which are still far from being achieved, namely: Bread, Freedom, Human Dignity and Social Justice.. This work has to put at hand the martyrs who lost their lives for the Revolution to continue.. Everyone has to be cooperative for the future to be rewritten.. The transitional phase should not exceed 1 year at most, during which a democratic constitution needs to be rewritten with the consent of all stakeholders, followed by Presidential Elections, then Parliamentarian Elections, all under complete supervision by the judiciary and the observation of local and international civil society organizations.. This cannot happen without a national compromise.. In addition, those involved in any financial, criminal or political crimes against the Egyptian people and the revolution are held accountable, starting January 25th 2011 until the present moment.. Muslim Brotherhood, we view, should be excluded politically in the future and their organizations should be dismantled, and no parties should be established again based on a religious foundation..
