The National Textile Center conducts its research through the facilities and procedures of the participating universities.. It is generally understood that the policies and procedures of the participating universities will prevail.. The NTC has appointed a Site Director at each participating university.. All questions and concerns should be addressed to that person.. Communications.. All communications to/from the project will be with the Project Leader.. It is the responsibility of the Project Leader to communicate with the remainder of the team.. Communications with the Executive Director's office shall be by e-mail, fax, or snail mail at the address below.. Project Title and Team.. Each project has an assigned project number, title and Project Leader.. The title and project number can only be changed by the Executive Director's written notification.. Any changes in the project team must be promptly reported in writing (e-mail) to the Director's office.. Budget.. The project will be operated from May 1, 2003 to April 30, 2004.. Any deviation to the budget submitted to NTC must be discussed with the Site Director.. In general, the Executive Director does not need to be notified of budget changes unless an individual Site Budget category will be exceed by 10%.. The Executive Director's office must be notified if an individual equipment purchase exceeds $5,000 and the item was not identified in the original budget.. Annual Forum.. It is expected that your travel budget includes attendance at the Forum by all team members, including graduate students.. Project Extensions.. The project life is three years contingent on making satisfactory progress as determined by the Technical Advisory Committee (TAC).. You must apply for funds each year according to the procedures from the Executive Director's office.. At the end of three years, you may compete for funding in competition with new projects.. At that time you must enter that competition as a new project.. Contact the Executive Director for the procedures.. Progress Reports.. What is a Seed Project?.. A "Seed Project" is a one year NTC project which is selected by the TAC when they feel a research topic is not yet ready for three year funding.. It is a good idea, but more effort should be made to develop the research plan.. This effort may be to conduct a critical experiment, do more literature work, seek additional experts to join the project team.. The project has a limited budget and it is assumed that the money will be spent on investigator time to study and experiment.. Travel and library work are expected.. Graduate students would not be assigned in pursuit of a degree.. No continuing obligation beyond one year is expected.. A Seed Project cannot be renewed.. What happens to the Project at the completion of the Seed Project?.. The investigator decides the future.. The investigator can apply for an NTC project at any time in the normal way, but is under no obligation to submit a future project.. A Seed Project is not considered a "continuing project" but is a learning period where several things may happen: the data may suggest no project in this area is needed, may lead to a completely new concept, may result in the project being resubmitted with improved data.. All Communications to/from the project will be with the Project Leader.. Each project has an assigned project number, title and investigator team leader.. Any changes in the project team must be promptly reported in writing (e-mail) to the.. Executive Director's office..
