The Regional Centre for Public Administration Reform (RCPAR) is a five-year Regional Project implemented under the auspices of the.. Through multi-country initiatives generated by network members and implemented in cooperation with UNDP country offices, the Project aims at facilitating professional networking and cooperation between the countries in the region of Central and Eastern Europe and the Commonwealth of Independent States.. Thematically, the Project focuses on strengthening capacities for policy making and coordination; improving public finance management; enhancing public sector organisation and staffing and promoting public service delivery..   • Title: UNDP RCPAR: Results of the mid-term external evaluation of RCPAR
    Descriptive info: 14/03/2011: Results of the mid-term external evaluation of RCPAR.. As foreseen in the original Project Document, a mid-term review and evaluation of the RCPAR Project was planned in 2010, so as to assess “the Project’s contribution to PAR efforts in the region, and to evaluate RCPAR’s overall effectiveness vis-á-vis its mandate”.. The evaluation was to focus on “results to date, the relevance, constraints and sustainability prospects” and “to elicit lessons learnt, as well as good practices”.. The review and evaluation was carried out by a single independent expert, hired on a competitive basis, in the period mid-October to December 2010.. RCPAR network members and representatives of partner organisations were also consulted during this exercise.. The main findings of the external evaluation can be summed up as follows: the review has found that the.. regional context.. in which the RCPAR project was devised and put in place has not changed substantially, although new priorities have emerged, notably in relation to the negative impact of the economic crisis that erupted in 2008.. In its.. design.. , the Project is well aligned to this regional context, as well as with the mandate of UNDP and its corporate strategy.. Moreover, the development of the Project is an example of good practices in what concerns the prior analysis of relevant development needs and the timely involvement of intended beneficiaries in the definition of the Project’s scope, approach and activities.. Implementation of the Project’s work plan.. started in June 2008.. The most notable.. achievements.. of the Project.. to date.. are, in short, expansion and consolidation of an active network of Focal Points (embracing  ...   collaboration with a number of national and international organisations (ICT/ILO, EIPA/ReSPA, etc).. If the Project is to continue, UNDP/BRC needs to find new and stable partners that are willing to become net contributors to the Project.. Governments of the region - especially of the new EU member states of Central and Eastern Europe – as well as Western Governments, which take an active role in promoting PAR and regional cooperation, should be offered the possibility to join efforts and resources in support to this Project.. Their own bilateral technical cooperation with other countries could benefit from the Project’s established network and infrastructure.. The external evaluation confirms that the Project has proved an effective instrument for building up capacity among PAR practitioners and institutions in the region.. For the future, it is recommended that RCPAR try to ensure that activities implemented have the potential to generate more tangible effects in the beneficiary countries, in terms of reform outcomes (even at the micro-level).. In sum, the.. relevance.. of the Project vis-á-vis the needs of the region in the field of public administration reform; as well as its consistency with UNDP’s regional objectives and strategy in the field of democratic governance, seems unquestionable.. However, the Project should pursue its efforts to seek new funding sources and consolidate political support across the region, as an important factor in securing the sustainability of its outputs beyond 2012..
