In the recent World Aids Day Event that was.. organized by Shelter and Settlement Alternative: Uganda Human Settlement Network (SSA: UHSNET), State minister for Housing Hon.. Sam Engola pledged land to SSA:UHSNET to enable the organization work hand in hand with the Uganda government s housing project for the poor.. We are grateful for SSA: UHSNET continuous efforts to address and complement the ongoing government programme for adequate housing for all Ugandans, as a result I will sit with the technical team to look for land and avail it to SSA:UHSNET that will enable the organization address the human settlement issues.. Hon Sam Engola was the chief guest for the event that took place at National Theatre gardens.. The event was held to create awareness that.. HIV/AIDS is strongly connected with housing issues.. Aside from being one  ...   AIDS and related illnesses.. The burden of the disease disproportionately affects slum households especially the widows and orphaned children who are more vulnerable to losing access to basic provisions that are critical to their survival, including water, sanitation, and secure tenure.. Hon.. Sam Engola said the Uganda government Housing Project for the poor is being implemented in Mbarara, where 40 houses consisting of one to 2 bed rooms are being constructed.. Due to limited land the houses will be storied and not bungalows.. The project will cost UGX 300m.. In addition to recognizing the work of SSA:UHSNET and promise to avail land for the organizations beneficiaries, as HIV/AIDS is a housing issue, the minister called upon fellow Ugandans to stop isolating infected people, get tested and for people regardless of status to live positively.. Police and authorities are in running battles with residents who allege legal claim to the land, which National Housing Construction Corporation (NHCC) wants to develop.. NHCC also claims ownership of the land.. 292 acres are currently under dispute pitying the NHCC and the area residents.. Since November 2013, Kasokoso, the area less than six kilometres, east of the central business district erupted into chaos when a planned meeting between residents, the Police and local authorities ended before it begun.. The issues of Kasokoso are not unique and the script could have been written before and will be replayed over coming years with only locations and key actors changed.. People move into the city.. Occupy unoccupied land.. Owner decides wants to develop his land finds illegal occupants.. Gives them notice to leave.. All hell breaks loose.. In theory this should be a cut and dried legal case where both parties presenting their documents which show they are the rightful owners and  ...   stand out particularly.. One, how does the owner of the property allow illegal settlers on his land to the extent that they have sold and bought the land, built permanent structures and even buried their dead.. Secondly, one can understand the desperation of the owners who if kicked off the land will be totally disorganized by the turn of events.. There cannot be a happy ending to this saga.. Two things need should happen to prevent unnecessary blood shedding and commotion;.. In such prime areas developers need to be given a deadline within, which to develop the land or forfeit their right to the land.. These untended lands are an irresistible temptation for the poor and landless and while not justifying their squatting one can understand their motivation.. Secondly, whereas the law belongs to the vigilante, beyond the owner the local authorities need to pay attention to newcomers to their areas, ensure their occupation is backed by the law..
