It provides expertise in developing parliaments, political party structures and civil society organisations the institutions that make up a functioning democracy.. HOW WFD SUPPORTS DEMOCRATIC TRANSITION.. Parliamentary work.. WFD works to strengthen parliamentary capacity at national and sub-national level.. It does this through training, sharing expertise on a peer-to-peer basis and building institutional capacity.. WFD supports both members of parliament and parliamentary staff.. Each programme is tailored to the needs of the specific parliament and may include, for example, strengthening financial oversight, accountability, human rights, communications, induction training, committee work, policy development and legislation.. We work to develop policy based political parties and mass membership in new and emerging democracies; to encourage a peaceful transition of power and provide real political choice to the electorate.. Our programmes aim to strengthen the organisational, campaigning and communications skills of local parties as well as to support internal democracy and to develop transparent, accountable structures.. The UK political parties establish contact with, offer assistance to and work with individual political parties or movements with which they have a political affinity.. All three main UK political parties the Labour Party, the Conservative Party and the Liberal Democrats have developed, with their WFD funding, comprehensive programmes of joint activity with their sister parties.. The Smaller Parties represented in Westminster (DUP, Plaid Cymru, SNP and SDLP) also participate in the Foundation s work in similar ways..     Descriptive info: / Handbook on human rights launched in Uganda.. 11 May 2012.. Commenting at the handbook, launched as part of a region-wide human rights workshop for Members of Parliament from across East Africa, the Speaker of the Ugandan Parliament the RT.. Hon.. Rebecca Kadaga said, It is the duty of all democratic parliamentarians to promote welfare, reject discrimination, facilitate development, equity and justice as well as encourage civic participation.. ".. At the workshop's launch she thanked the Westminster Consortium (a programme led by the Westminster Foundation for Democracy) for, "the support it has always rendered parliament and in particular for supporting this workshop.. " She encouraged members to take time off to study the book which is, "a good guide for their work as Parliamentarians.. " She applauded the 9.. th.. parliament for supporting her to establish a standalone human rights committee, and also encouraged other parliaments present  ...   It's part of an expanded curriculum for parlimentarians on human rights' training and the rule of law provided jointly by the International Bar Association s Human Rights Institute, the House of Commons and the Joint Committee on Human Rights as part of a programme led by the Westminster Foundation for Democracy.. The handbook provides practical tools for members and parliamentary staff to use in their work.. It uses examples and case studies from around the globe, and has also been launched in the Ukraine.. It has also been translated into Arabic for launching in Lebanon for the Arab region.. The workshop which was supported by the Westminster Consortium and facilitated by the Foundation for Human Rights Initiative and the International Bar Association, also presented an opportunity for the dissemination of the handbook to regional East African parliamentarians..
