Its Board of Governors, which has 14 members, is constituted on a cross-party basis and is appointed by the Secretary of State for Foreign and Commonwealth Affairs.. In particular, the establishment of closer ties with new political parties and party-to-party funding was a unique asset in helping the newly emerging democracies.. With the wars in the Balkans and in parts of Africa, in the mid-1990s, WFD augmented its role by assisting in consolidating post-conflict democracies.. Here, a new approach was pioneered which brought together funding of civil society and political party initiatives in a coherent programme.. Its work in countries such as Bosnia-Herzegovina demonstrated the benefits of this approach.. WFD is committed to ensuring that its work has impact.. WFD has supported the Uganda Media Women’s Association (UMWA) to provide development civic education through the media by designing media strategies preferring the use of participatory approaches to stimulate debate and positive action, targeted mainly at women.. UMWA is well known for its multi-media campaigns to promote the civil and political rights of Ugandans as far back as the 1996 general election, through to the 2000 referendum on the change of the political system, the 2001/2002 elections, updating the national register of voters, and the 2003 national census, amongst others.. In 2002/2003 UMWA launched a successful media campaign around teenage pregnancy in some of the slum areas of Kampala.. In 2002, a decade of civil war in Sierra Leone ended, ushering in a new era of reconstruction, the resuscitation of local government and the development of state institutions.. However, women’s role in the reconstruction process remains relatively minimal as women are under-represented in political life.. WFD has supported the Centre for Human Rights and Democratic Reforms to build the capacity of 50 elected women and women community leaders to promote gender equity and inclusiveness in local governance and the decentralisation process.. Workshops have  ...   been supplemented with training manuals and targeted training, focusing on the roles and responsibilities of female councillors in the light of the Local Government Act (2004) and other relevant statutory instruments.. Civic education provided by radio and newspaper coverage of the project further helped to narrow the participation gap between female councillors and ward committee members and their male counterparts.. One participant commented that now she was aware that her appointment was statutory, she felt more confident in her position vis-à-vis her male counterparts.. Political party leadership practices in Moldova lack value-based standards for promoting individuals and ideas, making it difficult for young activists to participate fully in party activities, to make a contribution to the party and steadily assume greater responsibility.. As a result, opportunities for young politicians are often limited to basic campaign activities such as the distribution of election materials.. Seeking to address this issue, WFD has supported a project that aimed to provide youth members of Moldovan political parties with the capacity to assert themselves within their organisations.. Activities consisted of leadership training sessions for young party members and civil society activists, as well  ...   promoting a value-based and democratic party system in Moldova.. There is evidence that the knowledge acquired by the participants has enabled them to conduct follow-up activities within their parties.. One activist, for example, conducted training for other youth members of her party while another hosted a summer school for young activists from rural areas.. Numerous participants were also subsequently promoted within their parties; some are now running as candidates in different elections, one has been appointed deputy chair of their party’s youth branch, and one non-party participant has since been taken on by the Ministry of Foreign Affairs..
