The 12-member delegation had the chance to observe the UK Public Accounts Committee (PAC) in action, and learn more about how parliament undertakes financial legislation and oversight.. Explaining the purpose of the visit, Dina Melhem, WFD s Head of Programmes for the Middle East and North Africa region said,.. The Moroccan Parliament is currently looking at establishing a Public Accounts Committee, which will be the first of its kind in the region.. Promoting and protecting human rights is crucial to the process of democratization and Euro-Atlantic integration in Macedonia.. Indeed, human rights is still a sensitive element in the development of Macedonian society.. Despite the support from the international community for establishing fundamental human rights standards, there is still a lack of awareness and understanding of basic human rights principles among relevant political institutions and actors.. Therefore, a need to strengthen the capacity of parliamentary institutions to promote and protect human rights in Macedonia has been identified.. The Macedonian parliamentary oversight committee on human rights has been identified as one of the key bodies for the promotion and protection of human rights in the country.. By providing training for committee members and staff, the Westminster Foundation for Democracy (WFD) has supported activities to strengthen the capacity of the Committee on human rights issues.. In the past, this Committee was seen as a body in which the majority of members seemed to ignore existing human rights legislation and avoided considering the opinions and proposals of relevant stakeholders in this field.. A baseline report as well as a training curriculum have been developed  ...   the Human Rights Committee of the British Parliament.. In addition, all members and staff received a training package including all major human rights declarations and training presentations - something which Committee members did not have before.. The Chairperson of the Standing Committee for the protection of human rights, Vesna Bendevska, said of the WFD programme:.. After the training the work of the Committee has been substantially improved because the training helped the members of the Committee to understand better the importance and significance of the human rights issues that arose during the sessions of the Committee.. Following these comprehensive training sessions, positive changes were recognized in relation to communication between Committee members and relevant stakeholders, especially civil society representatives.. More recently, this improved communication has resulted in productive discussions and cooperation within the Committee on three of the most crucial laws: the law on Free Legal Aid, the Law on Antidiscrimination and the Law on Citizens Associations and Foundations.. These laws now directly address human rights issues and this is a direct result of the fact that civic organizations and interested stakeholders are now regularly participating in the work of this parliamentary Committee.. More than 60 delegates have been attending a two-day conference in London this week to share the achievements, challenges and lessons learned from WFD's five-year consortium programme across six countries.. The conference is hearing from each parliament about the impact TWC's work has made during the last five years.. The consortium, managed by WFD and funded by the Department for International Development's global transparency fund, includes the Commonwealth Parliamentary Association UK Branch, House of Commons Overseas Office, International Bar Association, National Audit Office, Thomson Reuters Foundation and the Institute for Democracy and Conflict Resolution, Essex University.. Alex Aleksishvili, from the Policy and Management Consulting Group (PMCG) at the first day of TWC's workshop which is being held from 29-30 May 2013.. TWC worked with PMCG on capacity building activities with the Parliament of Georgia from 2009-12.. Mr Aleksishvili spoke about the impact that TWC's programme had made to support the development of a strategic plan for the parliament.. More generally TWC's programme in Georgia has focused on parliamentary process and management, rule of law and human rights and financial oversight.. For example 160 parliamentary staff took part in workshops and trainings and 50 journalists twere  ...   TWC's conference.. WFD has been working on a parliamentary strengthening programme with the Moroccan Parliament since 2011.. Activities have focused on improving financial oversight, communication and political party management..
